SAN BERNARDINO MUSICAL THEATRE MANAGE~nlrJt OF
THE STURGES CENTER FOR THE FINE ART
Proble,m: The City of San Bernardino is losing more than $150,000 per year by
operating the Sturges Center for the Fine Arts. The city's budget cannot bear this
burden, nor can local arts groups survive without a physical base. Without such
groups and such a facility, area residents and students suffer.
Solution: The City of San Bernardino leases the Sturges to the San Bernardino
Musical Theatre (SBMT), a local non-profit association, The SBMT will manages
~he facility free of charge in exchange for the city making future capital
Improvements. The SBMT will also start a Performing Arts Academy at the facility.
Result: The City removes a large loss from its annual books. Sturges remains open
and accessible to community groups and other arts. Area residents and young
people have access to a high-quality performing arts training program. SBMT gains
a home for its performances.
Obligations of the San Bernardino Musical Theatre:
. SBMT will manage the theatre at no cost to the city.
· SBMT will incur the costs of normal, daily custodial activities.
· SBMT will work with the Sturges Foundation to reactivate and support fund
raising efforts.
· SBMT will establish a performing arts academy for area students and local
residents. Classes will be offered in dance, art, music, acting, voice, and
theatre production.
. SBMT will make Sturges the home for all of its perf~rmances, bringing
in audiences for a minimum of two musical production runs per year.
· SBMT will provide the city with complimentary use of the facilities, as
agreed to by Parks and Recreation.
· SBMT will continue to offer the existing rental fee structure to local
performing arts groups that have used Sturges previously and San
Bernardino City Schools.
· SBMT will market Sturges to attract new clients and tenants.
· SBMT will sub-lease to the Concert Association the current space rented by
the Association, with the agreement that the Association will schedule a
negotiated number of events at the Sturges Theatre.

SBMT will sub-lease existing space to the San Bernardino Arts Association
with the understanding that the Association's existing space will be modified
so that it also can be used for general receptions, concessions for theatre
events, and other other events which may generate income to the facility.
SBMT will develop, with the city of San Bernardino, a mechanism to review
and restructure rental charges for long- and short-term tenants.

SBMT will establish a theme-wedding program which wi1l offer unique
wedding and reception packages using the Sturges facilities.
Obligations of the City of San Bernardino:

The City of San Bernardino will continue its obligation to maintain the
the building as landlord and owner of the Sturges.
The City of San Bernardino will make necessary repairs to Sturges to conform
with safety and operational requirements. Such repairs include, but may not
be limited to, main door paneling, plumbing rain gutters, air conditioning,
ventilation, and electrical power.

The City of San Bernardino will apply the SBMT's rental credit toward new
facility improvements which will make Sturges more marketable. Such
improvements may include, but are not limited to, an orchestra pit,
enlargement of the main stage and general facility upgrade.
The City of San Bernardino will pay SBMT a minimum of $500 per
month for the landscaping and grounds-work.

Miscellaneous:
· SBMT would agree to a 9D-day lease, followed by a one-year lease, and finally a
five-year lease.
· The person designated by SBMT as the General Manager of Sturges will sit on
the Board of the Sturges Foundation.
· SBMT, City of San Bernardino and the San Bernardino City Schools will
reach an agreement regarding parking.

This reduces the Casa Ramona services contract costs by 20%. The impact will be a
reduction in services and in the number of individuals served by Casa Ramona.
2. Reduction in Park Maintenance positions

Eliminate one (1) filled Park Maintenance Worker I ($28,900) and one (1) filled Park
Maintenance Worker II ($33,900). This will impact maintenance capabilities and
response times.
3. Reduce services at Wests ide Community Service Center

This eliminates two (2) Cashier I's and downgrades one (1) Community Service Center
Specialist to a Typist Clerk II (currently filled positions). Reduces the M & 0 costs
associated with the Utility Payment and Postal Service Center services. Eliminating the
Utility Payment and Postal Services from the operations of the Westside Community
Services Center will cut services to approximately 30,000 residents in this service area.
4. Closure of Sturges Auditorium
