Synopsis of Previous Council action:
04-03-95 - Request made for preparation of policy papers on closure
of streets, and vacation ox alleys.
04-20-95 - Legislative Review Committee reviewed the policy papers,
and directed that other Council ~1enbers be contacted for
input on policy for closure of City streets.
06-08-95 - Legislative Review Conmittee recomnended approval of
policy on closure of City streets, with certain Modifi-
cations.
Recommended motion:
1. That the public hearing :':or iMposition of a $1,000.00 adnin-
istrative fee, in connection with the "Policy for Closure of
City Streets," be closed.
AND
2. Adopt resolution.

- REQUEST FOR COUNCIL ACTIO~
STAFF REPORT
Requests are regularly received from residents for alleys
to be vacated. The process for vacation is established by State
law, and provides for the area to be posted and a notice
published in a newpaper of general circulation. In addition,
notices are mailed to all abutting property owners and residents.
A public hearing is conducted, after which a resolution ordering
the vacation is adopted, or the item is tabled. Proponents are
required to pay a $1,000.00 administrative fee in two equal
payments.
Some requests have recently been received for physically
closing streets. There is no established policy for processing
these requests.
At the Council meeting of 4-3-95, a request was made that
policy papers be prepared for these actions, for consideration by
the Legislative Review Committee. After reviewing these papers
at their meeting of 4-20-95, the COI!Ullittee concluded that a
sufficient process was in place for vacation of streets and
alleys, but directed that a policy for closure of City streets be
prepared.
The Policy for Closure of City Streets Ci ty of San
Bernardino, was considered by the Legislative Review COI!Ullittee at
their meeting of 6-8-95. The Policy was approved, with the in-
clusion of an administrative fee of $1,000, and listing the pre-
liminary estimate of cost on the petition. A motion was adopted
to approve the Policy, as amended, and that it be forwarded to
the Mayor and Council with a recommendation for approval.
