CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTIOI\' STAFF REPORT Subject: Resolution adopting the Five-Year Capital Improvement Program (2005-20010) for Measure "I" Local Expendirures. Backl:round: In November 1989, voters approved Measure I authorizing San Bernardino Associated Governments (SANBAG), acting as the Transportation Authority, to impose a one-half of one- percent retail transaction and use-tax applicable throughout the county for a period of 20 years beginning April, 1990 and extending to March 31, 2010. This tax has become commonly known as the liz-cent sales tax. In November of 2004, voters overwhelmingly approved an extension of the l/,-cent sales tax for an additional 30 years from April I, 2010, extending it to March 31, 2040. This II, cent sales tax can only be used for transportation improvements and traffic management programs authorized in the expendirure plans set forth in Ordinance No. 89-1 of the Transportation Authority. The referenced ordinance requires each local agency to expend funds based on a 5-year Capital Improvement Program and 20-year Transportation Plan adopted by resolution. The Expendirure Plan only relates to these funds and their expendirure; it is mandatory that each agency update the plan and program each year. The proposed 5- Year Program for Measure I Local Funds (Attachment A) is based upon the City's 5-Year Capital Improvement Program. Amendments to the plan can be made throughout the year by action of the Mayor and Common Council. This year, SANBAG is again requiring cities to provide an "Expendirure Strategy" statement. Attached is a copy of the proposed statement for this year. Financial Impact: The financial impact related to the adoption of the Expendirure Plan is reflected in the 5-year Capital Improvement Plan for the City. Recommendation: Adopt resolution.
