Backl!round: On July 13, 2005, Development Services staff received a petition from residents for installation of a 3-way Stop at the intersection of Crestview Avenue and 18th Street. The requests came from the Council Office. The requestors feel that there is nothing to "break-up" or control the speed oftraffic in this road segment and requested that stop signs be considered to enhance traffic and pedestrian safety. Traffic Engineering staff is in the process of evaluating the intersection of Crestview A venue and 18th Street for the possibility of installing multi-way stop signs. Traffic counts have not been completed and are not anticipated to be completed until July 21, 2005. In the event that average daily traffic volumes on each of the intersecting streets do not exceed 2,500 vehicles, Administrative Warrants Policy (8: Petition Warrants for Local Residential Streets by City Administrative Policy) would apply. If the City's Administrative Warrants Policy is ultimately deemed to apply, this intersection meets warrant "8" requirements for installation of a multi-way stop because a petition has been signed by more than 60 percent of property owners/residents located within 600 feet of the proposed stop sign; and the following two criteria of warrant "8" are met: Criteria 8-2 and Criteria 8-9. Criteria 8-2 is met when the when the streets do not intersect at right angles and criteria 8-9 is met when one approach to the intersection is a residential driveway. 80th of these conditions exist at this intersection. Financial Impact: The estimated cost of$ 1,000.00 for installing the new stop signs will come from Account No. 001- 402-5111 (Street Maintenance).
