Authorization to establish a 4-Way Stop at the intersection of Mt. View Avenue and 13'h Street.
Backe:round:
Development Services staff received several requests to review the segment of Mt. View A venue
between Base Line Street and Highland Avenue. The requests came from the Council Office,
neighborhood groups and private citizens that reside in this area. The requestors feel that there is
nothing to "break-up" or control the speed of traffic in this road segment and requested that stop
signs be considered to enhance traffic and pedestrian safety.
Traffic Engineering staff evaluated the intersections of Mt. View A venue at 13"' Street and Mt.
View A venue at 16"' Street for the possibility of installing multi-way stop signs. Since this section
of Mt. View A venue carries approximately 6,000 vehicles per day and is classified as a collector
in the City's General Plan, the standard warrants for installation of multi-way stop signs were
used.
The evaluation found that the intersection of Mt. View Avenue at 13'h Street meets volume
warrants for a 4-way stop, however, the intersection of Mt. View Avenue at 16"' Street does not
meet any warrant at this time (see attached warrants).

Consequently, staff recommends that the attached Resolution be approved authorizing the
installation of a 4-way stop at the intersection of Mt. View A venue at 13"' Street.
The attached Resolution contains several corrections as following: Subsection" lOS' (Mt. View
A venue) is being updated to reflect current field conditions. Also, Subsection "17.57"
(Thirteenth Street) is being added and includes stop signs that were previously authorized under
Resolution No. 2482.
Financial Impact:
The estimated cost of $ 2,500.00 for installing the new stop signs will come from Account No.
001-402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.
