HomeMy WebLinkAboutMC-019U ,MC-197 2 ,I I ORDINANCE NO. f"C--19 II I' ORDINANCE OF THE CITY OF SAN BERNARDINO AUTHORIZING THE 'SUPERINTENDENT OF BUILDING AND SAFETY TO ISSUE TEMPORARY PERMITS ,FOR USE OF MOBILE HOMES FOR TEMPORARY LIVING QUARTERS ON ANY PROPERTY ON WHICH A RESIDENCE WAS SEVERELY DAMAGED OR DESTROYED BY THE "PANORAMA" FIRE; AND DECLARING THE URGENCY THEREOF. 3 4 5 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: 6 7 SECTION 1. Temporary permits. Notwithstanding the 8 provisions of subsection D of Section 15.52.040 of the San 9 Bernardino Municipal Code, the Superintendent of Building and 10 Safety may issue a temporary permit for the use of a mobile home II for temporary living quarters on any property on which a residence 12 was severely damaged or IbY the "Panorama" fire:. Each permit issued shall be subject to destroyed on or about November 24, 1980, 13 14 the following conditions: 15 A. Temporary permits shall be issued only to permit use 16 of mobile homes during the period December 8, 1980 through May 1, 17 11981. 18 B. An extension of time. not to exceed an additional 6 19 months, may be granted by the Superintendent of Building and 20 Safety provided there has been satisfactory progress with respect 21 to reconstruction. 22 C. There shall be no charge to the property owner for 23 the mobile home permit. 24 D. The mobile home must be a California approved mobile 25 home. 26 E. The mobile home must be connected to approved water, 27 electricity and sewage facilities. 28 F. Permits shall be issued only for housing purposes, as "Ml}-19 . . opposed to use for office or storage. 2 SECTION 2. Urgency. This ordinance is an emergency and 3 urgency measure necessary for the immediate preservation of the 4 'public peace, health or safety and shall go into effect 5 immediately upon its adoption and approval. The facts 6 constituting such emergency are: 7 Many persons have lost or have been forced to vacate 8 their residences as a result of the "Panorama" fire. This 9 ordinance is necessary in order to expedite procedures to permit 10 them to remain on the premises in mobile homes.
