HomeMy WebLinkAboutMC-020U .' .' o San Berni;irdirioo 60,009-220-2 MG-20 ORDINANCE NO. ~-.,;.o ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING ORDINANCE NO. 3815 RELATING TO THE FINANCING OF PROJECTS FOR THE EN- COURAGING OF INCREASED EMPLOYMENT WITHIN THE CITY BY ADDING THERETO SUBSECTION (d) TO SECTION 11 RELATING TO APPROVAL OF APPLICATIONS THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO HEREBY ORDAIN AS FOLLOWS: Section 1. Amendment. Subsection (d) shall be added to Section 11 of Ordinance No. 3815, to read as follows: "(d) The Mayor and Common Council may, if deemed necessary in certain instances, approve any particular application, regardless of the form thereof, and may direct that Sub- section (d) of Section 10 and Sub- section (a) of this Section 11 shall not apply." Section 2. Effective Date. This Ordinance is an urgency measure and shall take effect upon adoption. The facts constituting such urgency are: The present international situation and the energy crisis, which, among other things, are causing the current rate of inflation and the economic downturn, have prompted efforts to control the inflation and such efforts have raised interest rates to an extent not #139 (ab) 12/22/80 f(~) MC-20 .... . The City cannot control these external forces, but it has enacted Ordinance No. 3815 relating to the financing of projects Eor the encouraging of increased employment within the City. Interest rates have been fluctuating to an unprecedented extent. As they improve, it is necessary to move very quickly or it may not be possible to accomplish a particular finan- cing. This has happened this year with some of the industrial bond financings which had been approved by this Mayor and Common Council. There are current financings which are ready to proceed. These should be approved without the waiting period which has been used in the past and which has not proved useful. The close relationship between employment and the public peace, health and safety requires the City to use every power it has to increase employment. This makes the City financing pursuant to Ordinance No. 3815 even more critical. The amendment to Ordinance No. 3815 made by this Ordinance should expedite the financing of the projects which will help to alleviate the unemployment problem in the City.
