SECTION 1. Section 2.56.190 is added to the San Bernardinu

unicipal Code to read:

"section 2.56.190 Fiscal analysis of measure. Whenever any

ity measure qualifies for a place on the ballot, the Mayor and

'ommon Council may direct designated officers of the City to

repare an impartial fiscal analysis of the measure showing the

mount of any increase or decrease in revenue or cost to the City
]3 f San Bernardino. The fiscal analysis shall be printed

receding the arguments for and against the measure. If a City
]5 ttorney's analysis has also been directed pursuant to section
]6 all of the Elections Code, the City Attorney's analysis and the
J7 fiscal analysis shall be separately set forth."
SECTION 2. Urgency. This is an urgency ordinance relating
]9 0 elections. The Mayor and COfiunon Council desire that it be in

20 effect in connection with the special filUnicipal election to be

conducted on November 3, 1981.
It shall take effect immediately

upon its adoption.
