ORDINANCE OF THE CITY OF SAN BERNARDINO ADDING SECTION
18.44. 045 TO THE SAN BERNARDINO !1UNICIPAL CODE PROVIDING STANDARDS
FOR TEMPORARY IMPROVEMENTS FOR PHASED DEVELOPI1ENT PROJECTS.
THE t1AYOR AND COW10N COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1. Section 18.44.045 is added to the San Bernardin
Municipal Code to read:
"18.44.045 Standards for temporary improvements.
In the event a phased development project is contemplated,
each individual phase shall be designed to provide maximum
public safety, convenience for public service vehicles and
proper traffic circulation. Accordingly, the following require-
ments apply prior to the finalization of any phase:
A. Improvement plans for the total project or sufficient
plans beyond the phase boundary to verify the feasibility of the
design to the satisfaction of the City Engineer shall be completed
B. Plans shall be submitted to the City Engineer, Fire
Chief and Planning Director for approval, indicating the improve-
ments to be constructed within each phase, subject to the
following conditions:
1. Dead end streets shall be provided with a minimum
thirty-two foot radius paved turn around area.
2. Street improvements shall be constructed beyond the
phase boundary where secondary access is required.
3. Half width streets shall have a minimum twenty-
eight foot paved width.
4. Drainage facilities including but not limited to
storm drains, channels, earth berms and a block wall shall be

constructed and installed as necessary as to protect the develop-
ment from off-site flows.
5. A water system capable of providing required fire
flow shall be constructed, even if said construction necessitates
extension beyond the phase boundaries.
C. Easements for all applicable portions of Subsection B.
above shall be recorded, and required utilities shall be installed.
D. Phase boundaries shall correspond to the lot lines sho
on the approved tentative map."
