2 ORDINANCE OF THE CITY OF SAN BERNARDINO SUSPENDING PERMIT
FEES AND INSPECTION FEES FOR INSTALLATION OF SIDEWALKS, CURBS AND
3 GUTTERS IN FRONT OF UNIMPROVED PROPERTY OTHER THAN SUBDIVISIONS

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO
5 ORDAIN AS FOLLOWS:

SECTION 1. Findings. The Mayor and Common Council do find
7 that the City of San Bernardino is presently suffering economic
8 distress due to high unemployment and the generally poor economic
9 climate affecting the state and nation; the Mayor and Common
10 Council are satisfied that with additional stimulus to property
11 owners, property owners may be encouraged to fill in sidewalks,
12 curbs and gutters in front of and adjacent to unimproved property
13 as well as improved property on which a building or other
14 improvement is situated where such public improvements have not
15 already been made, to the substantial betterment of the community,
16 meeting community needs, and also stimulating the economy of the
17 local area. The Mayor and Common Council are satisfied that
18 suspending permit and inspection fees applicable to the
19 installation of sidewalks, curbs and gutters in front of
20 unimproved property other than new subdivisions, and new
21 commercial developments, as well as to already improved property,
22 which has already been exempted from such fees until January 1,
23 1984, would be a stimulus to such improvement, and would serve the
24 public purpose.

SECTION 2.
Implementation. Commencing upon the effective
26 date of this ordinance, and continuing until January 1, 1984,
27 permit fees and inspection fees levied by the City of San
28 Bernardino shall be suspended as to any project for installation
29 of sidewalks, curbs or gutters, or any combination thereof,

2 provided, however, that this provision shall not be applicable to
3 subdivisions or parcel map properties where installation of
4 sidewalks, curbs and gutters are required as conditions to
5 development. For purposes of this ordinance, the phrase "fronting
6 on" shall include along side, where a corner lot is involved on
7 wh~ch a building presently exists.
