ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING CHAPTER
19.56 OF THE SAN BERNARDINO MUNICIPAL CODE PERTAINING TO PARKING
REOUIREM~NTS WITHIN THE PARKING DISTRICT TO MODIFY THE IN-LIEU
PAYMENT AND TO ELIMINATE CREDIT FORMULAS FOR MEETING MINIMUM
PARKING SPACE REQUIREMENTS, AND REPEALING SECTION 19.56.230.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:

SECTION 1. Section 19.56.200 of the San Bernardino

Municipal Code is amended to read:

"19.56.200 Conformance to specific requirements.

Each building or structure constructed, erected, added to,
II
structurally enlarged or relocated to a parcel of land within the
12
parking district and every use established therein shall conform
13
to the minimum parking space requirements as specified in
14
Sections 19.56.020 through 19.56.130 of this chapter."
SECTION 2. Section 19.56.210 of the San Bernardino
Municipal Code is amended to read:
"19.56.210 Additions or structural enlargement of existing
buildings.
Buildings and structures located in the parking district
shall be governed by the parking space and nonconforming
regulations, if any, in effect at the time of their construction.
In the event of an addition to or structural enlargement of a
building or structure located within the parking district,
parking spaces shall be provided for the addition or structural
enlargement as specified in Section 19.56.200."
SECTION 3. Section 19.56.220 of the San Bernardino

district.
A. Buildings constructed within the parking district shall
conform with the parking requirements set forth in Section
19.56.200.
B. A cash payment in lieu of providing parking spaces may
be made, as provided in Section 19.56.290.
C. The number of parking spaces for which an in-lieu
payment has been made shall be credited against the annual
parking district assessment, as though the spaces were in actual
existence."
SECTION 4. Section 19.56.240 of the San Bernardino
Municipal Code is amended to read:
"19.56.240 Change of use.
A. Any structure which has a change of use shall provide
parking in accordance with Section 19.56.200.
B. For a change of use in a portion of a structure, the
parking required shall be based on the actual floor area
involved."
SECTION 5. Section 19.56.330 Subsection B of the San
Bernardino Municipal Code is amended to read:
"B. All required parking spaces, except those in garages,
shall be adequately marked. Access shall be provided by means of
a paved driveway, which shall be not less than fifteen feet wide
for a one-way driveway and not less than twenty-four feet wide
for a two-way driveway. Where a parking facility for ten or more
parking spaces, in the case of a commercial or industrial use, or
for fifteen or more parking spaces in the case of a residential

use, is provided, not less than two one-way driveways or not less
than one two-way driveway shall be provided for ingress and
egress. Parking attendants, mechanical devices, and regulatory
signing may be used to control privately owned parking within the
parking district, provided the same are not used to prevent the
use for parking purposes."
SECTION 6. Section 19.56.230 of the San Bernardino
Municipal Code is hereby repealed.
