ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION
3.04.010 OF THE SAN BERNARDINO MUNICIPAL CODE TO EXEMPT PURCHASES
AND SALES THROUGH ANY ADVANTAGEOUS GOVERNMENTAL CONTRACT FROM THE
REQUIREMENTS OF CHAPTER 3.04 CONCERNING THE CENTRALIZED PURCHASING
SYSTEM.

ORDAIN AS FOLLOWS:

SECTION 1. Section 3.04.010 of the San Bernardino Municipal

Adoption of purchasing system.

In order to establish efficient procedures for the purchase
11
equipment, to secure for all
12

Department and the Free Public Library, supplies, materials and
14
equipment at the lowest possible cost commensurate with the
15
quality needed, to exercise positive financial control over
16
purchases, to clearly define authority for the purchasing
17
functions and to assure the quality of purchases, a centralized
18
IPurchasing system is adopted. There shall be no exemption from
centralized purchasing and no agency or department shall be
I authorized to purchase, or contract for the purchase of supplies,
II services or equipment independently of the administrative office.
I The Board of Water Commissioners and the Board of the Free Public
Ii Library shall employ procedures substantially in compliance with
I the provisions of this chapter as such may be applicable. This

II chapter shall not apply to purchases from or sales to a government
lior governmental agency, or through any advantageous governmental
Ii
II contract approved by the Council, or to the purchase of election
I'
II supplies. "
