ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION
2 10.52.040 OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING A
SPEED ZONE ON UNIVERSITY PARKWAY OF 45 MPH BETWEEN INTERSTATE
3 1-215 AND NORTH PARK BOULEVARD; AND DECLARING THE URGENCY THEREOF.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN THE FOLLOWING:
SECTION 1.
Section
10.52.040 of the San Bernardino
Municipal Code is amended to read:
In accordance with and pursuant to the authority of
Sections 22357, 22358, and 22360, of the California

Vehicle Code, the Mayor and Common Council do hereby
determine and declare, upon the basis of an
Engineering and Traffic investigation, that the prima
facie speed limit of forty-five miles per hour shall
be established on the following streets or portions
thereof in the City:
Base Line Street: between a point three
hundred sixty feet westerly of Pennsylvania Avenue
and Muscott Street.
Central Avenue: Between Arrowhead Avenue and a
point one hundred feet, more or less, east of Valley
View Avenue.
Devils Canyon Road: between the north line of
Devils Canyon Park and a point two thousand feet
southerly.
Fortieth Street: between Electric Avenue and
Acre Lane.
Fourth Street: between Tia Juana Street and
Mt. Vernon Avenue.
Little Mountain Drive: between Twenty-seventh
Street and Marshall Boulevard.
Mill Street: between a point approximately one
thousand four hundred fifty feet westerly of
Tippecanoe Avenue and Tippecanoe Avenue.

Redlands Boulevard: between Gardena Avenue and
the East City Limit.
Rialto Avenue: between Eucalyptus Avenue and
Muscott Street.
University Parkway from Cajon Boulevard to
Northpark Boulevard.
Valencia Avenue: between Thirtieth Street and
Fortieth Street.
Waterman Avenue: from a point approximately
six hundred sixty feet south of Mill Street to a
point approximately two thousand one hundred feet
north of Mill Street; between a point three hundred
feet south of Central Avenue and Rialto Avenue.
SECTION 2.
This ordinance is an urgency measure which

14 shall take effect and become operative upon its adoption.

The
facts constituting such urgency are that the number of traffic
accidents occurring within the City streets affected by this
17 ordinance have risen to an unacceptable level over the past year.
18 It is the belief of the Mayor and Common Council that reduction
19

of the speed limit for this stretch of roadway will lead to a
reduction in the number and seriousness of such accidents and
will immediately improve the health, safety and welfare of the
22 citizens of the City making use of such streets.
I HEREBY CERTIFY that the foregoing ordinance was duly

24 adopted by the Mayor and Common Council of the City of San
