URGENCY ORDINANCE OF THE CITY OF SAN BERNARDINO ADDING
2 CHAPTER 8.95 TO THE SAN BERNARDINO MUNICIPAL CODE PROHIBITING
ANIMALS IN CITY BUILDINGS AND DECLARING THE URGENCY THEREOF.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1.
Chapter 8.95 is hereby added to the
San Bernardino Municipal Code to read as follows:
"8.95.010 Prohibition.
All animals whether domestic or otherwise and whether dead
or alive are hereby prohibited from being brought, carried, or
otherwise allowed entry into any building belonging to or operated
by the City of San Bernardino.
"8.95.020 Exceptions.
a.
The prohibition of Section 8.95.010 shall not apply to
14 animals trained and certified to assist the blind and deaf, or any
15 animals used by a law enforcement agency.

b.
Prohibition of Section 8.95.010 shall not apply to the
17 Animal Shelter owned or operated by the City of San Bernardino.
"8.95.030 Penalty.
Violation of this Chapter is a misdemeanor."
SECTION 2. Urgency.
It has come to the attention of the
21 Mayor and Common Council of an intent by a group or groups to
22 bring numerous animals into City buildings in order to disrupt,
23 hinder and otherwise effect the orderly operations of city

government.
There is insufficient time prior to this planned
event in order to allow an ordinance to take effect, therefore, in
order to protect the public health, safety and welfare it is
necessary that this ordinance take effect immediately.
I HEREBY CERTIFY that the foregoing ordinance was duly
