ORDINANCE NO. MC-1027
ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING PORTIONS OF
TITLES 2t3, 5, 8, 9, 10, 12, 13",15 AND 16 OF THE SAN BERNARDINO MUNICIPAL
CODE RE ATING TO THE CuNSOLIDATION OF THE PERSONNEL DEPARTMENT
AND RISK MANAGEMENT, AND THE DEPARTMENTS OF PLANNING AND
I BUILDING SERVICES AND PUBLIC WORKS, AND REPEALING SECTION 9.90.01O(C).
2 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO
ORDAIN AS FOLLOWS:

SECTION 1. Chapter 2.04 of the San Bernardino Municipal Code is hereby amended by
substituting Department of Human Resources for Personnel Department and by substituting Director
6 of Human Resources in place of Personnel Director, whenever such shall appear.

SECTION 2, Sections 3.08.020(A), 3.16.060, and 12.56.140(B) of the San Bernardino
8 Municipal Code are hereby amended by substituting Director of Human Resources in place of
9 Director of Risk Management and by substituting Human Resources in place of Risk Management,
10 whenever such shall appear.

SECTION 3. Chapter 2,16 and Titles 5 and 16 of the San Bernardino Municipal Code are
12 hereby amended by substituting Development Services Department in place of Department of
Building and Safety, Department of Planning and Building Services or Planning Department,
14 whenever such shall appear,

SECTION 4. Sections 9,90,OIO(A)(3) and (A)(5), and Title 5 of the San Bernardino
16 Municipal Code are hereby amended by substituting Director of Development Services in place of
17 Director of Planning & Building Services, whenever such shall appear. Section 9.90.01 O(C) is
18 hereby repealed.
SECTION 5. Titles 5, 8, 9, 13,15 and 16 of the San Bernardino Municipal Code are hereby

20 amended by substituting Director of Development Services in place of Director of Planning,

Planning Director or Superintendent of Building and Safety, whenever such shall appear.
SECTION 6. Chapter 2.14 of the San Bernardino Municipal Code is hereby amended to
read as follows:

City Engineer - Duties.
Meetings,
2.14.010 Established,
There is established a Department of Development Services (formerly the
Departments of Planning and Building Services, and Public Works).
2.14.020 Director.
The Department shall be under the management and control of the
Development Services Director who shall be appointed by the Mayor with approval
of the Common Council.
2.14.030 Director - Duties.
Under the policies of the Mayor and Common Council, the Director shall
have all the powers and perform all the duties that are now or may hereafter be
conferred upon the Director of Development Services,
2.14.031 City Engineer.
The position of City Engineer is hereby created and shall report to and be
under the supervision of the Director of Development Services,
2,14.032 City Engineer - Duties.
The City Engineer shall perform the appropriate duties as a registered
engineer as provided for in Section 6730.2 of the Business and Professions Code or
any other applicable section of State law, the City Charter, or the Municipal Code.
2.14,040 Meetings.
The Director shall represent the Department of Development Services at all
meetings and hearings of the Mayor and Common Council considering matters
relating to planning, building services, or public works either in person or by duly
authorized representatives."
SECTION 7. Titles 9,10, 12, 13 and IS of the San Bernardino Municipal Code are hereby
26 amended by substituting Director of Development Services in place of Director of Public Works,
27 whenever such shall appear,
