This is the time and place heretofore set for an
Adjourned Regular Meeting of the Mayor and Cooouon Council of
the City of San Bernardino at the Adjourned Regular Meeting
of the Mayor and Common Council of the City of San Bernar-
dino held on Monday, July 28, 1986, at 8:53 a.m., in the
Council Chambers of City Hall, 300 North "D" street, San
Bernardino, California.
The City Clerk has caused to be posted the Order of
Adjournment of said Meeting held on July 28, 1986, at 8: 53
a.m., in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to Order by
Mayor Wilcox at 1:09 p.m., on Thursday, July 31, 1986, in
the Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
ROLL CALL
Roll Call was taken by City Clerk Clark with the fol-
lowing being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Quiel, Frazier, Strickler;
Deputy City Attorney Sabourin; City Clerk Clark; City
Administrator Schweitzer. Absent: Council Member Marks.
PUBLIC HEARING - UDAG APPLICATION - SHOPPING
CEN'rER - BASE LINE AND MUSCOTT STREETS -
CONTINUED FROM JULY 21, 1986
This is the time and place continued to for a public
hearing to consider the City' s intent to submit a UDAG
application on July 31, 19i:l6, for financial assistance to
develop a shopping center on an eighteen acre site located
at the northwest corner of Base Line and Muscott Streets,
Northwest Redevelopment Project Area. (1)
Council Member Reilly questioned Deputy City Attorney
Sabourin concerning the engineering firm by which he was
employed having a business association a few years ago with
the property in question.
Deputy City Attorney Sabourin stated that any business
association would have had to have been within the last
eighteen months in order to create a conflict of interest.
Ken Henderson, Manager of the Community Development
Division of the Redevelopment Agency, suoouarized Redevelop-
ment Agency and Mayor and Common Council action to date.
Bill Jacocks, President of the West Side Action Group,
stated that he does not feel that the Redevelopment Agency
is reaching out its hands to make black developers success-
ful, and he asked if there are any problems with the RFP
process.
Deputy City Attorney Sabourin answered questions re-
garding the City's "control" over the property being devel-
oped, and the eminent domain process.
Glenda Saul, Executive Director of the Redevelopment
Agency, answered questions, stating that today (July 31,
1986), is the last date in which to apply for the $2,000,000
grant, and that there is a possibility that working with
Peppertree, instead of the developer recommended by the
Development Review Team, could jeopardize the receiving of
the grant.

Sandy Lowder, Redevelopment Division Manager, stated
that Peppertree would require $3,500,000 in assistance,
based upon the going market rental rates. She stated that
not only must Peppertree show a pro forma that the project
is economically feasible, but they must also show financial
cOlIuni tment, backing or funding of the pro j ect .
Steven Johnson, representative of Peppertree, answered
questions.
Glenda Saul, Executive Director of the Redevelopment
Agency, stated that the amount of the assistance would be
far in excess of several years of tax increment, and that
without the grant to subsidize the project, there will be
greater delays.
MAYOR HILCOX EXCUSED
Mayor Wilcox left the Council Meeting, and Council
Member Reilly became Mayor Pro Tempore.
Sandy Lowder, Redevelopment Division Manager, answered
questions, stating that at the time the Redevelopment Agency
first met with Steven Johnson and Greg Vernon, the amount of
assistance for the project was approximately $800,000, but
the Redevelopment Agency later discovered that Mr. Vernon
was no longer associated with Peppertree.
The Mayor and Corrunon Council discussed their willing-
ness to go forward with eminent domain proceedings.
Council Member Uuiel made a motion, seconded by Council
Member Strickler and unanimously carried, that the hearing
be closed.

SAN BERNARDINO AUTHORIZING AND DIRECTING
THE MAYOR TO EXECUTE AND SUBMIT AN APPLI-
CATION TO THE U. S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT FOR AN URBAN DEVEL-
OPMENT ACTION GRANT FOR THE PROPOSED
SUPERMARKET TO BE DEVELOPED AT BASE LINE
AND MUSCOTT STREETS IN THE NORTHWEST
REDEVELOPt1ENT PROJ"ECT AREA. (1 )

l-1ember Marks.
RECESS MEETING
At 3:02 p.m., Council Member Strickler made a motion,
seconded by Council Member Quiel and unanimously carried,
that the meeting be recessed until 2:00 p.m., August 1,
1986, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
