The City Clerk has caused to be posted the Notice of Adjournment of said meeting held at 9:04 a.m., on Monday, May 19, 1986, and has on file in the Office of the City Clerk an Affidavit of said posting together with a copy of said Order which was posted at 11:00 a.m., on Tuesday, May 20, 1986, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The Adjourned Regular Meeting of the Mayor and Common Council was called to order by Mayor Wilcox at 9:10 a.m., Tuesday, May 27, 1986, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Wilcox; Council Members Rei lly, Hernandez, Marks, Quiel, Frazier; Ci ty Clerk Clark, City Administrator Matzer. Absent: Council Mem- bers Estrada, Strickler; City Attorney Prince. 1986-87 BUDGET HEARING - REVENUE SOURCES Finance Director Knudson reviewed the anticipated sources of General Fund income for fiscal year 1986-87. It is anticipated that total funds available will be $52,669,027 for General Fund purposes, as compared with $44,274,000 revised estimate for fiscal year 1985-86. It is estimated that the ending fund balance will be approxi- mately $2,133,000 which is included in the total amount available for the 1986-87 budget. Mr. Knudson also stated that he expected the City to receive a reduced revenue sharing allocation of approximately $600,000. Finance Director Knudson answered questions and cited the following sources and percentages of anticipated in- come for Fiscal Year 1986-87 which account for approxi- mately 83% of General Fund revenue: Sales Tax Utility Tax Property Tax Motor Vehicle in Lieu Fees Business Licenses 37.0% 19.0% 13.5% 8.7% 4.5% A discussion ensued regarding the estimated income from these sources and how income from property and util- ity taxes is estimated. Finance Director Knudson agreed to study the property tax estimate for accuracy. City Administrator Matzer was asked to research the matter of the utility tax income estimate and report back to the Council during the budget hearings. Finance Director Knudson agreed to look into insti- tuting an auditing program to ensure the City's receipt of proper rebate payments for property and utility taxes. Finance Director Knudson answered questions regarding the number of persons having an exemption from utility tax payments. BUDGET HEARING - POLICE DEPARTMENT Police Chief Don Burnett, Capt. Paul Division Commander and Capt. Joe Hume, Division Commander, were present. Bonnano, Uniform Investigations Police Chief Burnett presented the proposed Police Department budget for Fiscal Year 1986-87. COUNCIL MEMBER STRICKLER ARRIVED At 9:50 a.m., Council Member Strickler arrived at the Council Meeting and took his place at the Council Table. Police Chief Burnett stated that the recommended budget represented a twenty-six position cut from the existing complement of personnel, and answered questions regarding the proposed manning levels for each division. Police Chief Burnett answered questions regarding his proposed reorganization plan. The Council raised questions concerning the total salary figures of the Police Department budget. It was not clear how the total personnel services could amount to more this year than last year when twenty-six positions had been recommended for cuts. The Mayor and Council discussed the Police Department budget page by page. Police Chief Burnett explained that he had presented the personnel cutbacks in a manner to avoid layoffs or demotions by cutting positions that were already vacant. (The Police Department budget discussion was con- tinued later in the meeting. See page 3) GARAGE CHARGES The Mayor and Council discussed garage charges for the entire budget. COUNCIL MEMBER FRAZIER EXCUSED Council Member Frazier left the Council Meeting. Counci 1 Member Council Member Quiel and direct the City solicit a management Garage Division. Marks made a motion, seconded by and unanimously carried, to authorize Administrator to go out for an RFP to audit and operations analysis for the JANITORIAL SERVICES The Mayor and Council discussed the feasibility of contracting for private janitorial services at City facil- ities. 2 5/27/86 Council Member Marks made a motion, seconded by Council Member Reilly and unanimously carried, to author~ ize and direct the City Administrator to solicit proposals for providing custodial services at City facilities. The RFP is to be broken down in such a manner that bids can be received for different facilities. COUNCIL MEMBER FRAZIER RETURNED Council Member Frazier returned to the Council Meet- ing and took his place at the Council Table. POLICE DEPARTMENT BUDGET - CONTINUED FROM EARLIER IN THE MEETING Police Chief Burnett answered questions regarding his Meetings and Conferences Account, the staffing for his reorganization plan, and school crossing guards. The Mayor and Council discussed the police centers, the staffing of the centers, and the report being prepared by the Police Commission. The Police Chief explained that in order to make his assigned cuts he is recommending the closure of centers at Lytle Creek Community Center and at Seventh and Mt. Vernon Avenue. Council Member Marks made a motion, seconded by Council Member Hernandez and unanimously carried, to di- rect the City Administrator and Chief of Police to put back into the recommended budget the storefront operations at Lytle Creek and 687 Mt. Vernon Avenue, using the re- sources allocated by the City Administrator to the Police Department. The Police Chief answered questions regarding over- time costs under the Fair Labor Standards Act, turnover in the Records Division due to shift work, and P.O.S.T. ex- penses. It was suggested that the Police Department and City Administrator look into going back to standard shifts (8 hours per day) to reduce overtime costs. Mayor Wilcox recognized a group of students from the Fifth Grade Class of Allesandro Elementary School present in the audience. The Police Chief answered questions regarding the K-9 Program and the need for special equipment associated with the program. The Police Chief also answered questions regarding the Asset Forfeiture Act. The Mayor and Council discussed the dispatch center. Police Chief Burnett spoke in opposition to combining City and County dispatch centers, and answered questions regarding the academy where new dispatchers receive train- ing. COUNCIL MEMBER FRAZIER EXCUSED At 12:05 p.m., Council Member Frazier left the Council Meeting. It was agreed by the Mayor and Council that discus- sions on the Police Department Budget would continue at a later date. 3 5/27/86 RECESS MEETING At 12:10 p.m., the meeting was recessed until 1:00 p.m. RECONVENE MEETING At 1:15 p.m., the Adjourned Regular Meeting of the Mayor and Common Council reconvened in the Council Cham- bers of City Hall, 300 North "D" Street, San Bernardino, Cali fornia. ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Wilcox; Council Members Estrada, Reilly, Hernandez, Marks, Quiel, Strickler; City Clerk Clark, City Administrator Matzer. Absent: Council Member Frazier; City Attorney Prince. BUDGET HEARING - TREASURER'S DEPARTMENT Craig Graves, City Treasurer, presented his depart- ment's budget and outlined the functions of his office. The Mayor and Council discussed at length the Utility Collection Center presently located on North Mt. Vernon. The Collection Center services from 3,300 to 3,500 people per month and offers postal services as well as utility collection services. It is staffed by two persons. The Mayor and Council discussed the feasibility of relocating the collection center and having it in opera- tion for one day each week in various locations throughout the City. Council Member Quiel made a motion, seconded by Council Member Strickler and unanimously carried, to di- rect the City Treasurer in conjunction with the City Ad- ministrator to prepare a report to the Council on the feasibility of creating and establishing a utility center that operates throughout the community in various loca- tions which might include senior citizens, community and/ or police centers to offer greater availability of ser- vices to citizens making payments at those centers. RECESS MEETING - CLOSED SESSION At 2:09 p.m., Council Member Estrada made a motion, seconded by Council Member Quiel and unanimously carried, that the Adjourned Regular Meeting recess to a Closed Session under authority of Government Code Section 54956.9 (a) to confer with its attorney regarding pending litigation which has been initiated formally and to which the City is a party. The title of the case is Western Empire Savings & Loan Association vs. Dunn Delaware Cor- poration, et aI, Orange County Superior Court Case No. 478692.--- CLOSED SESSION At 2:09 p.m., Mayor Wilcox called the Closed Session to order in the Conference Room of the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
