Said Council Meeting will be held in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The purpose for which this meeting has been called is to adopt a resolution authorizing staff to submit 1986 Multi-Family Mortgage Revenue Bond applications to State Mortgage Bond Allocation Committee. /s/ SHAUNA CLARK City Clerk City of San Bernardino, California October l5, 1986 The Special Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Pro Tempore Quiel on Wednesday, October l5, 1986, at 8:03 a.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll Call was taken by City Clerk Clark with the following being present: Mayor Pro Tempore Quiel; Council Members Estrada, Reilly, Hernandez, Quiel, Frazier, Strickler; Deputy City Attorney Briggs, City Clerk Clark, City Administrator Schweitzer. Absent: Mayor Wilcox; Council Member Marks. MORTGAGE REVENUE BONDS - SINGLE OR MULTI-FAMILY DWELLING UNITS - STATE OF CALIFORNIA MORTGAGE BOND ALLOCATION COMMITTEE In a memorandum dated October lO, 1986, Mayor Wilcox stated that on October 6 and 7, 1986 respectively, the Redevelopment Agency and the Community Development Depart- ment received notification from the State of California Mortga(je Bond Allocation Conunittee (MBAC) of the City of San Bernardino s 1986 tax-exempt mortgage revenue bond allocation. Community Development staff was informed that cities with a population of 250,000 or less would receive a bond allocation of $lO,OOO,OOO to be used for single or multi-family dwelling units. (2) The state is requiring that completed applications be filed with MBAC on or before October l7, 1986. The next regularly scheduled meeting of the Mayor and Common Council is to be held October 20, 1986; therefore, Mayor Wilcox requested a Special Meeting of the Mayor and Common Council on October l5, 1986. Ken Henderson, Director of the Community Development Department, answered questions regarding the mUlti-family mortgage revenue bond program, stating that the City is authorized a $lO,OOO,OOO allocation, and that in order to qualify, must forward a completed application to the State of California by October l7, 1986. COUNCIL MEMBER MARKS ARRIVED At 8:07 a.m., Council Member Marks arrived at the Special Meeting, and took his place at the Council table. MAYOR WILCOX ARRIVED At 8:09 a.m., Mayor wilcox arrived at the Special Meeting, and took her place at the Council Table. RES. 86-417 - RESOLUTION OF 'fHE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNAR- DINO, REGARDING ITS INTENTION TO ISSUE ITS MULTIFAMILY MORTGAGE REVENUE BONDS; DIRECTING THE PREPARATION OF CERTAIN DOCU- MENTS; AND MAKING CERTAIN OTHER FINDINGS M~D DETERMINATIONS IN CONNECTION THEREWITH (SANDALWOOD PARK APARTMENTS PROJECT). (2) City Clerk Clark read the title of the resolution. Council Member Marks made a motion, Council Member Hernandez and unanimously further reading of the resolution be waived. seconded by carried, that Ken Henderson, Director of the Community Development Department, answered questions regarding the single family Mortgage Revenue Bond Program for which the City has no completed applications. Tim Sabo, Bond Counsel, answered questions. Council Member Strickler made a motion, seconded by Council Member Quiel, that said resolution be adopted. Resolution No. 86-417 was adopted by the following vote: Ayes: Council Members Estrada, Reilly, Hernandez, Quiel, Frazier, Strickler. Noes: Council Member Marks. Absent: None. CONTINUANCE OF SPECIAL MEETING The Mayor and Common Council discussed the continu- ance of the Special Meeting for any other multi-family or single family issues that might come in before the October l7, 1986, deadline. ADJOURNMEN'r At 8:20 a.m., Council Member Marks made a motion, seconded by Council Member Reilly and unanimously carried, that the Special Meeting of the Mayor and Common Council adjourn to the Regular Meeting of the Mayor and Common Council to be held at 9:00 a.m., Monday, October 20, 1986, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ~~~Ah ,/ City Clerk 2 lO/15/8b
