HomeMy WebLinkAbout06-25-2002 Minutes MINUTES MA YOR AND COMMON COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO JOINT ADJOURNED REGULAR MEETING JUNE 25,2002 COUNCIL CHAMBERS SAN BERNARDINO, CA This is the time and place set for a joint adjourned regular meeting of the Mayor and Common Council and Community Development Commission of the City of San Bernardino from the joint regular meeting held at 8:00 a.m., Monday, June 17, 2002, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the order of the adjournment of said meeting held on Monday, June 17, 2002, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 8:00 a.m., Tuesday, June 18, 2002, on or near the door of the place at which said meeting was held. The joint adjourned regular meeting of the Mayor and Common Council and Community Development Commission of the City of San Bernardino was called to order by Mayor/Chairman Valles at 2:15 p.m., Tuesday, June 25,2002, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. Roll Call Roll call was taken by City Clerk Clark with the following being present: Mayor/Chairman Valles; Council Members/Commissioners Estrada. McGinnis, Derry, Anderson, McCammack; City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council Members/Commissioners Lien, Suarez. 1. City and Economic Development Agency budgets - Fiscal Year 2002-2003 RES. 2002-175 - Resolution of the Mayor aud Common Council approving and adopting the City of San Bernardino's Final Budget for Fiscal Year 2002-2003 and establishing the City's Appropriation Limit as required by Article XIII B of the California State Constitution. (IA) RES. CDC/2002-22 - Resolution of the Community Development Commission of the City of San Bernardino, California, approving the Economic Development Agency's budget for the Fiscal Year 2002-03 as amended. (1 B) 1 6/25/2002 Council Member/Commissioner McCammack stated that she wanted to be sure that the City would address the Pavement Management Plan priorities and she wanted the public to know that the City would continue its commitment to reduce the Utility Tax. Council Member/Commissioner Anderson made a motion, seconded by Council Member/Commissioner Derry, that said resolutions A and B, be adopted. Mayor and Common Council Resolution No. 2002-175 and Community Development Commission Resolution No. CDC/2002-22 were adopted by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 2. RES. 2002-176 - Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of a Lease Agreement between the City and TVG Enterprises, LLC for rental of space for the City of San Bernardino, Cultural & International Affairs Office, Arts on 5th Multicultural Center. (Continued from June 17, 2002) Council Member/Commissioner McCammack made a motion, seconded by Council Member/Commissioner Anderson, that said resolution be adopted. Resolution No. 2002-176 was adopted by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Conmlissioners Lien, Suarez. 3. Reclassify one (1) position - Administrative Analyst II to Senior Administrative Analyst - City Administrator's Office Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council reclassify one Administrative Analyst II position, Range 4422, $3,642-$4,427/month to a Senior Administrative Analyst position, Range 4451, $4,209-$5,1l6/month in the City Administrator's Office in the FY 2002/03 budget; that the Human Resources Department be directed to update Resolution No. 6413, Section Twelve, and Resolution No. 97-244 to reflect this particular action; and that the Director of Finance be authorized to amend the Preliminary FY 2002-03 City Administrator budget per the staff report dated June 17, 2002, from Ed Raya, Director of Human Resources. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 2 6/25/2002 4. Add one (1) Lieutenant position - Police Department Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council add one (1) additional Lieutenant position, Range P-5, $8,107/month; that the Human Resources Department be directed to update Resolution No. 97-244 to reflect this particular action; and that the Director of Finance be authorized to increase the Police Department's FY 2002/03 budget by $139,000 to reflect the new Lieutenant position. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 5. Establish part-time Security Guard position - Facilities Management Department Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council establish a new Security Guard position, Range PT, $9.00-$10.94 per hour; that the Mayor and Common Council change the title of six (6) Custodial Aide employees to the new classification of Security Guard; that the Human Resources Department be directed to update Resolution No. 6413, Section Thirteen, and Resolution No. 97-244 to reflect this particular action; and that the Director of Finance be authorized to amend the Preliminary FY 2002/03 Facilities Management budget per the staff report dated June 17, 2002, from Ed Raya, Director of Human Resources. The motion carried by the following vote: Ayes Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 6. Increase salary - Senior Animal License Checker - Animal Control Department Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council increase the salary for the Senior Animal License Checker position from Range 1291, $1,895-$2,303/month, to Range 1309, $2,073-$2,520/month; that the Human Resources Department be directed to update Resolution No. 6413, Section Ten, and Resolution No. 97-244 to reflect this particular action; and that the Director of Finance be authorized to increase the FY 2002/03 preliminary budget to increase the Animal Control budget per the staff report dated June 17, 2002, from Ed Raya, Director of Human Resources. 3 6/25/2002 The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 7. Increase salary - Animal Control Operations Manager position - Animal Control Department Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council increase the salary for the Animal Control Operations Manager position, from Range 2378, $2,925-$3,555/month, to Range 2408, $3,397-$4, 129/month; that the Human Resources Department be directed to update Resolution No. 6413, Section Eleven, and Resolution No. 97-244 to reflect this particular action; and that the Director of Finance be authorized to amend the FY 2002/03 preliminary budget to adjust the Animal Control budget per the staff report dated June 17, 2002, from Ed Raya, Director of Human Resources. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCarmnack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 8. Reclassify one (1) position - Maintenance Worker II to Hazardous Materials Specialist - Public Services Department Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council reclassify one (1) Maintenance Worker II position, from Range 1329, $2,291-$2,748/month to a Hazardous Materials Specialist position, Range 1349, $2,531-$3,076/month; that the Human Resources Department be directed to update Resolution No. 6413, Section Ten, and Resolution No. 97-244 to reflect this particular action; and that the Director of Finance be authorized to amend the FY 2002/03 preliminary budget to adjust the Public Services budget per the staff report dated June 25, 2002, from Ed Raya, Director of Human Resources. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCarmnack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 4 6/25/2002 9. Increase salary range - Part-time CATV Programming/Traffic Assistant position - Telecommunications Division Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council increase the salary range for the Part -time CATV Prograrmning/Traffic Assistant, from $10.50-$12.66 per hour to $11.55-$13.82 per hour; that the Human Resources Department be directed to update Resolution No. 6413, Section Thirteen, to reflect this particular action; and that the Director of Finance be authorized to amend the FY 2002/03 preliminary budget for CATV as outlined in the staff report dated June 6, 2002, from Ed Raya, Director of Human Resources. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 10. Reclassify one (1) position - Associate Planner to Senior Planner - Development Services Department Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council reclassify one (1) Associate Planner position, Range 1435, $3,886-$4,724/month to a Senior Planner position, Range 2480, $4,864-$5,912imonth; that the Human Resources Department be directed to update Resolution No. 97-244 to reflect this particular action; and that the Director of Finance be authorized to amend the FY 2002/03 preliminary budget to adjust the Development Services budget per the staff report dated June 14, 2002, from Ed Raya, Director of Human Resources. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCarmnack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 5 6/25/2002 11. Reclassify two (2) positions - Dispatch Supervisor to Fire Communications Manager - Equipment Mechanic I to Equipment Mechanic II - Fire Department Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, that the Mayor and Common Council reclassify one (I) Dispatch Supervisor position, Range 2402, $3,296-$4,007/month to a Fire Communications Manager position, Range 2420, $3,606-$4,383/month; that the Mayor and Common Council reclassify one (I) Equipment Mechanic I position, Range 1359, $2,660-$3,233/month to an Equipment Mechanic II position, Range 1379, $2,939-$3,573/month; and that the Human Resources Department be directed to update Resolution No. 6413, Section Eleven, and Resolution No. 97-244 to reflect this particular action. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Members/Commissioners Lien, Suarez. 12. Adjournment The Council/Commission meeting adjourned at 2:30 p.m. The next joint regular meeting of the Mayor and Common Council and Community Development Commission is scheduled for Monday, July I, 2002, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino.
