MOTION: That the request by the San Bernardino Convention
and Visitors Bureau to waive Police Department
overtime costs in the amount of $15,576 for Hot Rod
Magazine's 2001 Power Tour Event, scheduled for May
11 and 12,2001, be approved.

11. Resolution of the City of San Bernardino ordering the summary
vacation of Lytle Street, Stulman Street, Pennsylvania Avenue and
Flower Street, located south of 4th Street, east of Rancho Avenue,
in the City of San Bernardino. (See Attached) (No cost to the
City -- $1,000 processing fee paid by petitioner.) (Resolution

MOTION: That Plan No. 10246 depicting the proposed summary
vacation of Lytle Street, Stulman Street, Pennsylvania
Avenue and Flower Street, located south of 4th Street,
east of Rancho Avenue, be approved; and that said
resolution be adopted.
12. Resolution of the Mayor and Common Council of the City of San
Bernardino authorizing the execution of an agreement with Stantec
Consulting, Inc. for providing Professional Services to perform
Pavement Management Program. (See Attached) (Cost to the City

13. Resolution of the Mayor and Common Council of the City of San
Bernardino authorizing the Purchasing Manager to increase
Purchase Order No. 01-020 with Kimco Office Staffing for provision
of temporary secretarial services. (See Attached) (Cost to the
City -- $35,000 from the General Fund.)
MOTION:
That the Mayor and Common Council authorize
the Director of Finance to amend the FY 2000-
2001 Development Services Department budget
and transfer salary savings to contractual
services account for temporary clerical services
as outlined in the attached staff report; and that
said resolution be adopted.
14. Resolution of the Mayor and Common Council of the City of San
Bernardino authorizing the execution of an agreement with Psomas
for providing professional engineering services for preparation of
the Comprehensive Sanitary Sewer Master Plan. (See Attached)

MOTION: That the Mayor and Common Council authorize the
Director of Finance to amend the FY 2000-2001
budget to transfer $75,100 from Unappropriated
Sewer fund balance to Account No. 245-365-5504-

resolution be adopted.
15. Authorize staff to proceed with study evaluating the request to
close 44th Street west of Waterman Avenue. (See Attached) (Cost

MOTION: That the Mayor and Common Council authorize the
Development Services Department to proceed with
study relative to the request to close 44th Street west of
Waterman Avenue, and that the $1,000 administrative
fee required to initiate this study be waived.
16. Request for transfer of funds, approval of plan and authorization to
advertise for bids for signalized pedestrian crossing on 4th Street
between "F" Street and "E" Street per Plan No. 10059. (See
Attached) (Cost to the City -- $82,000 from the Gas Tax Fund.)

Facilities Manae:ement
17. Authorize budget amendment to appropriate funds received from
the City's property insurance company to pay for water damages at
the Center for Individuals Development (C.LD.), and authorize
payment to contractor for repairs made to the C.LD. building. (See
Attached) (Cost to the City -- $52,542.41 from the Liability

number 629-000-4924 by $42,500 to reflect the
payment received from the City's property
insurance carrier for damage to the C.LD.; and

18. Resolution of the City of San Bernardino approving a Side Letter to
Resolution 99-154, resolution implementing a Memorandum of
Understanding between the City of San Bernardino and employees
in the Fire Safety Unit represented by the San Bernardino City
Professional Firefighters. (See Attached) (Cost to the City --

19. Resolutions establishing a Management and Confidential Employee
Compensation and Benefits Plan and repealing Resolution Nos.
2001-61 and 2000-13 and amending Resolution No. 6413, Section

20. Resolution of the City of San Bernardino authorizing the purchase
of the property insurance from May 1,2001 through April 30, 2002
for a cost of $228,320 for all risk property insurance and

MOTION: That said resolution be adopted.
Parks, Recreation & Community Services
21. Resolution awarding a purchase agreement to TruGreen Landcare
for park lawn mowing services at seven (7) park locations for a
period of fifteen (15) months in accordance with Bid Specification
F-01-58, Al Guhin Park, Anne Shirrells Park, Blair Park, Delmann
Heights Park, Hudson Park, Littlefield Shultis Park, and Spiecher
Park. (See Attached) (Cost to the City -- $62,500 from the
General Fund for fifteen months.) (Resolution not available at

MOTION: That said resolution be adopted; and that the Director
of Finance be authorized to do a budget amendment
transferring $65,000 from Account No. 001-382-5011
(salaries permanent/full time) to Account No. 001-
382-5506 (landscape contracts).

22. Resolution authorizing the Mayor of the City of San Bernardino or
her designee to apply for and administer a grant in the amount of
$225,000 from USDA for the administration of the Summer Food
Service Program for Youth. (See Attached) (No cost to the City -
$225,000 is federally funded; additionally, the City will
receive approximately $7,200 in administrative cost

23. Resolution of the City of San Bernardino authorizing the Mayor of
the City of San Bernardino or her designee to apply for and
administer a grant in the amount of $200,000 from San
Bernardino County Department of Aging and Adult Services for the

of two (2) older model police vehicles to the Inland Valley

Purchasing Manager to solicit competitive rate quotes for the lease-

Development Block Grant (CDBG), Emergency Shelter Grant
(ESG), and Home Federal Programs. (Backup material was

Resolution of the Mayor and Common Council authorizing and
approving the (1) reallocation of 2000-2001 CDBG funds in the
amount of $110,000 (Attachment 1 [D] and ESG funds in the
amount of $15,000; (2) 2001-2002 Annual Consolidated Plan
("Plan") which includes funding activities for CDBG, HOME, ESG,
in the total amount of $6,122,000; (3) Mayor, or her designee, to
execute and submit to u.S. Department of Housing & Urban

MOTION: That the Community Development Commission
approve / ratify execu tion of the attached Letter
Agreemen t by the Chairperson on behalf of the Agency
to amend the 1996 Construction Management
Agreemen t as between the Department of General
Services and the Agency to delete the requirement for
the construction of the Phase II State Office Building.

NOTICE: Any member of the public may address this meeting of
the Mayor and Common Council/Community Development
Commission on any item appearing on the agenda by approaching
the microphone in the Council Chambers when the item about
which the member desires to speak is called and by asking to be
recognized.
Any member of the public desiring to speak to the Mayor and
Common Council/ Community Developmen t Commission
concerning any matter not on the agenda but which is within the
subject matter jurisdiction of the Mayor and Common
Council/Community Development Commission, may address the
body at the end of the meeting, during the period reserved for
public comments. Said total period for public comments shall not
exceed forty-five (45) minutes, unless such time limit is extended
by the Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to each
member of the public, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. No member of the public shall be permitted to
"share" his/her three minutes with any other member of the
pu blic.
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to staff, or to
any commission, board, bureau, or committee for appropriate
action or have the item placed on the next agenda of the Mayor
and Common Council/Community Development Commission.
However, no other action shall be taken nor discussion held by the
Mayor and Common Council/Community Development
Commission on any item which does not appear on the agenda
unless the action is otherwise authorized in accordance with the
provisions of subdivision (b) of Section 54954.2 of the Government
Code.
Public comments will not be received on any item on the agenda
when a public hearing has been conducted and closed.
