Personnel Actions. (See Attached) MOTION: That the personnel actions as submitted by the Chief Examiner dated August 13, 2003, in accordance with Civil Service rules and Personnel policies adopted by the Mayor and Common Council of the City of San Bernardino, be approved and ratified. City Administrator 8. Resolution of the Mayor and Common Council of the City of San Bernardino approving a Master Services Agreement by and between the Inland Valley Development Agency and the City of San Bernardino for provision of City services for Fiscal Year 200312004. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Mayor to execute an Agreement with J. R. Watson Development Company & Associates for grading of Campus Parkway between Kendall Drive and Northpark Boulevard. (See Attached) (No cost to the City.) (Resolution not available at time of printing.) Ward 5 MOTION: That said resolution be adopted. 10. Authorize the Director of Development Services to solicit proposals for Professional Civil Engineering Services for the design of Sanitary Sewer Line Replacements/Upgrades in "E" Street, Chandler Place, Inland Center Drive, Virginia Street, 17th Street, an alley south of Jefferson Street, and Arrowhead A venue and authorize the attached RFP format for future use to solicit proposals for future Public Works Projects. Authorization for the Director of Development Services to execute Change Order No. Four to contract with Solpac, Inc. d.b.a. Ward 1 MOTION: That the Mayor and Common Council authorize the Director of Development Services to execute Change Order No. Four for a net decrease of $149.13 to contract with Solpac, Inc. d.b.a. Soltek Pacific for the San Bernardino Historic Santa Fe Depot Renovation and Restoration project, per Plan No. 10446. 12. Resolution of the Mayor and Common Council of the City of San Bernardino approving the Final Map for Subdivision Tract No. 14715, located on the northeast corner of Western Avenue and Devil Creek Channel, accepting the public dedications as set forth on said map; and authorizing execution of the standard form of agreement for the improvements in said subdivision, with time for performance specified. Resolution of the Mayor and Common Council of the City of San Bernardino adopting Amendment Number One to the Emergency Service Agreement between the City of San Bernardino and the San Manuel Band of Mission Indians. Resolution of the City of San Bernardino electing to cease to be subject to the Public Employees' Medical and Hospital Care Act for the City of San Bernardino Part-Time Elected Officials and Board Members. Resolution of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or her designee to execute an agreement with the San Bernardino City Unified School District relating to the delivery of Type A lunches to City sites for the District's Year-Round Lunch Program. Resolution of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or her designee to execute an agreement with the San Bernardino City Unified School District to provide contractual services for before and after-school recreation programs at school district sites. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing execution of an Agreement between the City of San Bernardino and Major League Softball, Inc. for adult baseball and adult softball services for the period of September 1, 2003 through August 31, 2006. Resolution of the Mayor and Common Council of the City of San Bernardino to authorize the execution of a Concessionaire Contractual Agreement between the City of San Bernardino and Diamond Creations Inc. for concession services at the San Bernardino Soccer Complex for the period of August 20, 2003 through October 19, 2003 in accordance with Bid Specification F-04-017. Resolution of the Mayor and Common Council of the City of San Bernardino approving the destruction of certain City records of the Parks, Recreation and Community Services Department. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing execution of an agreement between the City of San Bernardino and the County of San Bernardino Probation Department for shared use of the recreation facilities at Norton Air Force Base for the period of July 1, 2003 through June 30, 2004. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Purchasing Manager to issue an annual purchase order not to exceed $35,000.00 to the Wackenhut Corporation, Inc., for clerical support services within the Police Department's Records Bureau. (See Attached) (Resolution not available at time of printing.) MOTION: That said resolution be adopted. Public Services 23. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of a purchase order to Haaker Equipment Company for the furnishing and delivery of two Elgin sweepers to be utilized by the Public Services Sweeper Crew; and authorizing the Purchasing Manager to solicit lease-purchase rate quotes. (See Attached) (Cost to the City -- $44,000 lease payment from the Refuse Fund in FY 2003/2004.) (Resolution not available at time of printing.) A Resolution of the Mayor and Common Council of the City of San Bernardino to execute on behalf of the City a contract between the South Coast Air Quality Management District and the City of San Bernardino for the receipt of grant funds in the amount of $143,208 for construction of the LNG-L/CNG Fueling Station at the City Corporate Yard. Public hearing - General Plan Amendment No. 02-11, Tentative Tract Map No. 16457 and Tentative Tract No. 15940; a request to change the land use district from RE, Residential Estate, to RL, Residential Low for two sites. Ward 5 Resolution of the City of San Bernardino adopting General Plan Amendment No. 02-11 to the General Plan of the City of San Bernardino, to amend the General Plan Land Use Designations from RE, Residential Estate, to RL, Residential Low, for 4.33 acres located at northwest corner of Palm and Irvington Avenues and for the easterly 5.65 acres of a 10.35 acre parcel located at the northeast corner of Palm and Irvington Avenues. NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/Community Development Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. The Mayor and Common Council/Community Development Commission may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and Common Council/Community Development Commission. However, no other action shall be taken nor discussion held by the Mayor and Common Council/Community Development Commission on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code.
