HomeMy WebLinkAbout07-24-1991 Minutes MINUTES MAYOR AND COMMON COUNCIL AND THE COMMUNITY DEVELOPMENT COMMISSION CITY OF SAN BERNARDINO JOINT ADJOURNED REGULAR MEETING JULY 24, 1991 COUNCIL CHAMBERS This is the time and place set for a joint adjourned regular meeting of the Mayor and Common Council and the Community Development Commission of the City of San Bernardino at a joint adjourned regular meeting held at 11:03 a.m., Friday, July 19, 1991, in the Management Information Center (MIC), Sixth Floor, City Hall, 300 North "0" Street, San Bernardino, California. The City Clerk has caused to be posted the order of adjournment of said meeting held on July 19, 1991, and has on file in the office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 2:00 p.m., Friday, July 19, 1991, on the door of the place at which said meeting was held. The joint adjourned regular meeting of the Mayor and Common Council and Community Development Commission of the City of San Bernardino was called to order by Mayor Holcomb at 11:06 a.m. Wednesday, July 24, 1991, in the Management Information Center (MIC), Sixth Floor, City Hall, 300 North "0" Street, San Bernardino, California. ROLL CALL Roll call was taken with the following being present: Mayor Holcomb; Council Members Reilly, Hernandez, Maudsley, Minor, Pope-Ludlam; City Attorney Penman, Deputy City Clerk Jones, City Administrator Edwins. Absent: Council Members: Estrada, Miller. RES. 91-337 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, MAKING FINDINGS AND DETERMINATIONS AS TO THE BENEFIT OF ASSISTING IMPERIAL IMPORTS, INC., DOING BUSINESS AS CHUCK OBERSHAW TOYOTA IN RELOCATING TO THE SAN BERNARDINO AUTO PLAZA FOR THE SOUTHEAST INDUSTRIAL PARK REDEVELOPMENT PROJECT AREA OF THE AGENCY. Nays: None. Absent: Council Members Estrada, Miller. INLAND EMPIRE TELEVISION NEWS SERVICE FEASIBILITY STUDY (PHASE TWO) - CONTINUED FROM JULY 19, 1991 (R-2) This is the time and place continued to approve the Inland Empire Television News Service Feasibility Study Phase Two, which provides professional services in the area of fund raising. In a memorandum dated July 23, 1991, Kenneth J. Henderson, Executive Director, Development Department, stated that based on the study prepared by Creative Communications Associates, Inc., the community has indicated a strong interest in a local nightly newscast and related programming . Creative Communications has proposed professional services in the area of fund raising and initial implementation at a cost of $42,000. Mayor Holcomb stated that measures have been taken to assure that the operation of the newscast does not become political. Council Member Minor made a motion, seconded by Council Member Reilly, and unanimously carried, that the Mayor and Common Council authorize the conducting of Phase II of the Inland Empire Television News Service feasibility study involving the raising of funds in support of the Inland Empire news operation and appropriate $42,000 in Collateralized Mortgage Obligation (CMO) residual funds for financing. 2 7/24/91 ARDEN/GUTHRIE REVITALIZATION PLAN (R-3) The Council, acting as the Community Development Commission, took action regarding the Arden/Guthrie Revitalization Plan. CLOSED SESSION The Mayor and Common Commission did not recess to (R-4) Council and Community Development closed session during this meeting. ADJOURNMENT (R-5) At 1:15 p.m., the joint adjourned regular meeting of the Mayor and Common Council and Community Development adjourned to 8:30 a.m., Monday, August 5, 1991, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
