session at this time; however, the Mayor and Common Council
recessed into closed session at 9:10 a,m, and 11:15 a,m. (See
pages 2 & 6)

ANNOUNCEMENT - COUNCIL MEMBER MINOR

Council Member Minor, on behalf of the Open House Committee,
invited citizens to attend the City Hall Open House scheduled for
May 20, 1993, 12:00 p.m. to 6:00 p,m,
RES. 93-146 - RESOLUTION OF THE CITY OF SAN BERNARDINO
OPPOSING SENATE BILL 1154 WHICH MANDATES THAT COUNTY
EMS AGENCIES APPROVE THE ESTABLISHMENT OF LOCAL
AMBULANCE SERVICE AND ALL OPERATING CONTRACTS THAT
CITIES ENTER INTO WITH AMBULANCE PROVIDERS. (4)
City Clerk Rachel Clark read the title of the resolution on
the adjourned regular meeting agenda of the Mayor and Common
Council,
Council Member Minor made a motion, seconded by Council
Member Hernandez, that said resolution be adopted.

NAME CHANGE REQUEST - INLAND EMPIRE SYMPHONY ORCHESTRA
TO SAN BERNARDINO SYMPHONY ORCHESTRA - MAYOR HOLCOMB

In a memorandum dated May 15, 1993, Mayor Holcomb stated the
City is the only city in the Inland Empire that provides
financial support to the Inland Empire Symphony Orchestra;
therefore, he recommended that the Mayor and Council formally
request that the Inland Empire Symphony Orchestra change its name
to the San Bernardino Symphony Orchestra,
For lack of a motion, no action was taken on the Mayor's
recommendation.

Division Manager, Economic Development Agency/Development
Department; First Ward Council Member-Elect Edward Negrete;

Ward Council Member-Elect David Oberhelman.

At 9:21 a.m., Council Member Estrada arrived at the closed
session,
DEPUTY CITY ATTORNEY SIMMONS ARRIVED
At 9:30 a.m., Deputy City Attorney Simmons arrived at the
closed session,

At 9:39 a.m., Council Member Estrada left the closed
session.

RECONVENE MEETING
At 9:59 a,m" Mayor Holcomb reconvened the adjourned regular
meeting of the Mayor and Common Council in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino, California.

FISCAL YEAR 1993/94 BUDGET DELIBERATIONS

This is the time and place continued to for discussion of
the fiscal year 1993/94 budget.
Mayor Holcomb presented a brief synopsis of the City's
fiscal condition for the 1993/94 fiscal year, and proposed a
utility tax increase, and a reduction in City employees'
benefits in the following manner: If the individual earns less
than $20,000 their benefits would be reduced by one percent; if
an individual earns between $20,001 $30,000, their benefits
would be reduced by two percent; and for employees earning
$30,001 or more, their benefits would be reduced by three
percent, with the stipulation that if the State does not take
away any money, action will be rescinded to the extent possible,

Council Member Estrada made a motion, seconded by Council
Member Reilly, and unanimously carried, that the fire
negotiations impasse hearing be continued to May 24, 1993, in the
Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California,
FISCAL YEAR 1993/94 BUDGET DELIBERATIONS
Discussion ensued relative to Measure

reduce the budget deficit; however, he felt that ultimately a
decision would have to be made either to raise taxes or to reduce
benefits to City employees, He recommended that in order to
progress toward resolving the budget deficit, the following
budget cuts be adopted until it is determined how the State's
budget balancing actions would affect the City's budget, and the
outcome of the County's Measure U, 1/2 cent sales tax increase,
is realized:
Mayor-Elect Minor recommended the following budget cuts:
o Implement drunk driver reimbursement
o Increase pistol range fees
o Eliminate utility tax reserve
o Recognize $166,000 carryover and fund

At 10:14 a,m., City Attorney Penman returned to the Council
meeting.

Member Reilly, that the nine recommended budget cuts presented by
Mayor-Elect Minor for a total of $2,145,047, be adopted. (Note:

Discussion ensued relative to the impact of the deletion and
vacancy of the following positions: Senior Secretary,
Maintenance Painter, Vehicle Abatement Officer, Two Parks
Maintenance Workers, Tree Trimmer, Stores Supervisor and Street
Superintendent.
City Administrator Shauna Clark stated that the positions
would be vacant for one year (FY 93/94), and Community
Development Block Grant (CDBG) funds may possibly be a source of
revenue for public improvement services needed within the City.

FISCAL YEAR 1993/94 BUDGET DELIBERATIONS

Council Member Minor made a motion, seconded by Council
Member Estrada, and unanimously carried, that Mayor-Elect Minor's
recommended budget cut to eliminate the utility tax reserve for a
savings of $1,300,000, be approved.
Council Member Minor made a motion, seconded by Council
Member Reilly, and unanimously carried, that the $166,000
carryover and funding of civic and promotions account by only
$84,000 for a net savings of $240,000 be continued until the
budget is ready for final adoption; and that further action on
the 1993-94 budget be taken when it is determined how the State's
actions will affect the City's budget.
Discussion ensued relative to calls received from the public
regarding FY 1993/94 budget deliberations.
Council Member Estrada made a motion, seconded by Council
Member Reilly, and unanimously carried, that Ken Henderson,
Executi ve Director, Economic Development Agency /Development
Department, be directed to prepare a report relative to the
availability of Community Development Block Grant (CDBG) funds
for FY 1993/94 for public improvement projects, and that the
report be made available for the meeting of the Mayor and Common
Council on May 24, 1993, in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California,

Agency/Development Department, answered questions relative to
possible uses for Community Development Block Grant (CDBG) funds,
In summarizing the approved budget cuts, the Mayor and
Common Council approved the following budget cuts as presented by
