HomeMy WebLinkAbout02-22-1994 Minutes MINUTES MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AND SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION JOINT ADJOURNED REGULAR MEETING FEBRUARY 22, 1994 BOARD OF EDUCATION BUILDING 777 NORTH "F" STREET SAN BERNARDINO This is the time and place set for a joint adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino and the San Bernardino city Unified School District Board of Education at a regular meeting held at 8:01 a.m., Monday, February 21, 1994, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. The city Clerk has caused to be posted the order of adjournment of said meeting held on February 21, 1994, and has on file in the Office of the city Clerk an affidavit of said posting together with a copy of said order which was posted at 4:00 p.m., Tuesday, February 22, 1994, on the door of the place at which said meeting was held. city of Ban Bernardino, California: ROLL CALL Roll call was taken by Deputy City Clerk Cordova with the following being present: Mayor Minor; Council Members Oberhelman, DeVlin, Pope-Ludlam, Miller; Senior Assistant City Attorney Barlow; Deputy city Clerk Cordova; City Administrator Shauna Clark. Absent: Council Members Negrete, Curlin, Hernandez. Also present: Fred Wilson, Assistant city Administrator; Al Boughey, Director of Planning & Building Services. Ban Bernardino city Unified Bchool District, Board of Education: ROLL CALL Roll call was taken by Administrative Assistant Shoffner with the following being present: President Lynda Savage; Vice President Lawrence E. Neigel; Board of Education Members Hardy L. Brown, Marlin L. Brown, Elisa Diaz, Jim Marinis, Louis E. Yeager. Absent: None. 1 2-22-94 Also present: E. Neal Roberts, Ed.D., Superintendent; Harold Boring, Ed. D., Assistant superintendent of Administrative Services; Molly Helms, Ph.D., Assistant Superintendent of Educational Services; Daniel King, Ed. D., Assistant Superintendent of Personnel Services; Joe Woodford, Director of Employee Relations; Barbara Spears-Kidd, Director of Communications. GET ACQUAINTED RECEPTION At 6:00 p.m., a get acquainted reception commenced. CITY ATTORNEY PENMAN ARRIVED At 6:10 p.m., city Attorney Penman arrived at the Council meeting. COUNCIL MEMBER NEGRETE ARRIVED At 6:21 p.m., Council Member Negrete arrived at the Council meeting. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Board of Education President Lynda Savage. CALL TO ORDER The joint adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino and the San Bernardino city Unified School District Board of Education was called to order by Mayor Minor, City of San Bernardino, at 6:27 p.m., Tuesday, February 22, 1994, at the Board of Education Building, 777 North "F" Street, San Bernardino, California. BOARD OF EDUCATION ROLE - SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT - LONG-RANGE PLANNING & ACCOUNTABILITY - FIVE YEAR PLAN (1) In the San Bernardino Unified School District Board of Education's 1992/93 year-end progress report dated August 1993, the Board outlined the following objectives: five-year housing needs, staffing needs, improve student performance, develop a program of dropout prevention, maintain the voluntary integration program as a priority, develop a plan to use technical advances to run business better and develop a parallel plan for infusion of technical development in curriculum, a district-wide marketing plan and maintain a safe learning and working environment. Board of Education Member Hardy L. Brown explained the Board of Education and the school district's planning and accountability five-year plan. the role of long-range Board of Education Member Marlin L. Brown explained the role of the school district. During this meeting, no action was taken on this matter. 2 2-22-94 YOUTH ACCOUNTABILITY BOARDS - DISCUSSED LATER IN THE MEETING - SEE PAGE 3 (lA) Board of Education Member Louis E. Yeager expressed concern regarding the student expulsion policies and recommended the establishment of a community court. Council Member Oberhelman stated that Deputy Chief Probation Officer Raymond B. Wingerd, County of San Bernardino, would be available later in the meeting to address the issue of youth accountability boards. It was the consensus of the Council and the Board of Education that the matter be continued to later in the meeting. PROPOSED NEW SCHOOL FACILITIES (lB) Harold Boring, Ed.D., Administrative Services, spoke facilities. Assistant Superintendent of regarding the proposed new school During this meeting, no action was taken on this matter. CROSSING GUARDS (lC) Mayor Minor led a discussion regarding crossing guards and the possibility of having the Board of Education fund a percentage of the costs for fiscal year 1994/95. During this meeting, no action was taken on this matter. SCHOOL ATTENDANCE IMPROVEMENT PROGRAM (lD) Raymond B. Wingerd, Deputy Chief probation Officer, Juvenile Services Division, County of San Bernardino, answered questions and provided a copy of a model school attendance improvement program. During this meeting, no action was taken on this matter. YOUTH ACCOUNTABILITY BOARDS - DISCUSSED EARLIER IN THE MEETING - SEE PAGE 3 (lA) This is the time and place continued from earlier in the meeting to discuss the establishment of youth accountability boards. Deputy Chief Probation Officer Raymond B. wingerd answered questions regarding youth accountability boards which are established in conjunction with the County of San Bernardino. During this meeting, no action was taken on this matter. 3 2-22-94 CITY ATTORNEY PENMAN EXCUSED At 7:37 p.m., City Attorney Penman left the Council meeting and was replaced by Senior Assistant city Attorney Barlow. SCHOOL/CITY EXECUTIVE BOARD--MAYOR PRO TEMPORE & BOARD PRESIDENT - CURFEW LAWS - SECURITY IN & AROUND SCHOOLS - SHARED USE OF CITY/SCHOOL FACILITIES (lE) A discussion was held regarding the establishment of a School/city Executive Board consisting of the Mayor and the Board of Education president, curfew laws, security in and around schools and shared use of City/school facilities. During this meeting, no action was taken on these matters. COORDINATED ACTIVITIES & INFORMATION SHARING BETWEEN SCHOOLS, SCHOOL POLICE, CITY POLICE DEPARTMENT & COUNTY AGENCIES EARTHQUAKE PREPAREDNESS CLOSED CAMPUSES/TRUANCY SWEEPS - "WE TIP" PROGRAM (IF & 2) During this meeting, no action was taken on these matters. ORD. MC-896 - AN URGENCY ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING CHAPTER 19.06, SECTION 19.06.030(2) (A) AND TABLE 06.03 OF THE SAN BERNARDINO MUNICIPAL CODE (DEVELOPMENT CODE) PERTAINING TO ADULT BUSINESSES AND DECLARING THE URGENCY THEREOF. Uraencv (3) Mayor Minor read the title of the ordinance. A discussion was held regarding the adoption of said ordinance. Council Member Oberhelman made a motion, seconded by Council Member Miller, that further reading of the ordinance be waived; and that said ordinance be adopted. Ordinance MC-896 was adopted by the following vote: Ayes: Council Members Negrete, Oberhelman, Devlin, Pope-Ludlam, Miller. Nays: None. Absent: Council Members Curlin, Hernandez. 4 2-22-94 ADJOURNMENT (4) At 8: 07 p. m., the joint adj ourned regular meeting of the Mayor and Common Council and the San Bernardino city Unified school District Board of Education adjourned. The next meeting of the Mayor and Common Council will be held on Monday, March 7, 1994, at 8:00 a.m., in the Council Chambers of city Hall, 300 North "0" Street, San Bernardino, California.
