HomeMy WebLinkAbout08-14-1995 Minutes MINUTES MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ADJOURNED REGULAR MEETING AUGUST 14, 1995 COUNCIL CHAMBERS This is the time and place set for an adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino from the regular meeting held at 8:00 a.m., Monday, August 7, 1995, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the Notice of Adjournment of said meeting held on Monday, August 7, 1995, and has on file in the Office of the City Clerk an affidavit of posting said Notice of Adjournment which was posted at 4:00 p.m., Thursday, August 10, 1995, on the door of the place at which said meeting was held. The adjourned regular meeting of t~e Mayor and Common Council was called to order by Mayor Minor at 2:01 p.m., Monday, August 14, 1995, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by City Clerk Rachel Clark with the following being present: Mayor Minor; Council Members Negrete, Hernandez, Oberhelman, Devlin, Pope-Ludlam, Miller; City Attorney Penman, City Clerk Rachel Clark, City Administrator Shauna Clark. Absent: Council Member Curlin. ANNOUNCEMENT - MAYOR MINOR Mayor Minor requested a moment of silence in honor of former City Clerk Lucille Goforth who passed away this weekend. FUNDING REQUEST INLAND EMPIRE HISPANIC CHAMBER OF COMMERCE - $10,000 - CIVIC & PROMOTION FUND - SEPTEMBER 16, 1995 MEXICAN INDEPENDENCE DAY CELEBRATION (1) Shauna Clark, City Administrator, submitted a Staff Report dated August 10, 1995, relative to the Inland Empire Hispanic Chamber of Commerce's funding request in the amount of $10,000 for the September 16, 1995 Mexican Independence Day celebration. Mayor Minor explained that the Inland Empire Hispanic Chamber of Commerce was requesting $12,000 in total funding, not $10,000 as indicated in the Staff Report. 1 8/14/95 Council Member Hernandez made a motion, seconded by Council Member Devlin, that the recommendation of the Ways and Means Committee to fund the Hispanic Chamber cf Commerce's 1995 September 16th Mexican Independence Day celebration in the amount of $10,000 from civic and promotion funds, be approved. (Note: There was no vote taken.) Mario Porras, Inland Empire Hispanic Chamber of Commerce, P.O. Box 152, San Bernardino, CA, urged the Mayor and Common Council to approve the funding request in the amount of $12,000 for the event. Discussion ensued whether there would be adequate civic and promotion monies to fund other activities for the remainder of the fiscal year if the Inland Empire Hispanic Chamber of Commerce receives $12,000 instead of the originally requested $10,000. Council Member Hernandez made a motion, seconded by Council Member Pope-Ludlam, that the recommendation of the Ways and Means Committee to fund the Hispanic Chamber of Commerce's 1995 September 16th Mexican Independence Day celebration in the amount of $12,000 from civic and promotion funds, be approved. (Note: There was no vote taken.) COUNCIL MEMBER CURLIN ARRIVED At 2:06 p.m., Council Member Curlin arrived at the Council meeting and took his place at the council table. A discussion was held regarding the process utilized by the Ways and Means Committee to allocate civic and promotional funds. Council Member Pope-Ludlam made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the recommendation of the Ways and Means Committee to fund the Hispanic Chamber of Commerce's 1995 September 16th Mexican Independence Day celebration in the amount of $10,000 from civic and promotion funds, be approved; and that the matter be referred to the Ways and Means Committee to review the possible allocation of an additional $2,000 for this event. ANNOUNCEMENT - CITY ATTORNEY PENMAN City Attorney Penman urged Western Regional Little League's week - admission is free. the community to support the 1995 Playoffs which start this CITY ADMINISTRATOR SHAUNA CLARK EXCUSED At 2:11 p.m., City Administrator Shauna Clark left the meeting and was replaced by Economic Development Administrator Timothy Steinhaus.
