HomeMy WebLinkAbout11-12-1996 Minutes MINUTES MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AND SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION JOINT ADJOURNED REGULAR MEETING NOVEMBER 12, 1996 BOARD OF EDUCATION BUILDING 777 NORTH "F" STREET SAN BERNARDINu This is the time and place set fOl a joint adjourned regular meeting of the Mayor and Common Cm:ncil of the City of San Bernardino and the San Bernardino Cit y Unified School District Board of Education at a joint regular ~eeting held at 8:04 a.m., Monday, November 4, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the order of adjournment of said meeting held on Mor;day, November 4, 1996, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 9:00 a.m., Tuesday, November 5, 1996, on the door of the place at which said meeting was held. City of San Bernardino, California: ROLL CALL Roll call was taken by City Clerk Rachel Clark with the following being present: Mayor Minor; Council Members Negrete, Arias, Oberhelman, Devlin, Miller; City Attorney Penman; City Clerk Rachel Clark; City Administrator Shauna Clark. Absent: Council Members Curlin, Anderson. Also present: Fred Wilson, Assistant City Administrator; Phil Arvizo, Executive Assistant to the Council; Senior Assistant City Attorney Barlow; Wayne Harp, Assistant Chief of Police; and Ernest Wilson, Affirmative Action Officer. San Bernardino City Unified School District, Education: Board of ROLL CALL Roll call was taken by Administrative Assistant Shoffner with the following being present: Vice President Dr. Marlin L. Brown; Board Members Raymond Cadena, Elisa Diaz, Jim Marinis, Lynda Savage, Danny Tillman and Louis E. Yeager. Absent: President Lawrence Neigel. 1 11/12/1996 Also present: Dr. Harold Boring, Assistant Superintendent, Administrative Services; Dr. Daniel S. King, Assistant Superintendent, Personnel Services; Leslie Pulliam, Assistant Superintendent, Educational Services; Barbara Spears-Kidd, Director of Communications; Joe Woodford; Nelda R. Shoffner and Jennifer Owens, Administrative Assistants to the Board of Education. RECEPTION At 6:00 p.m., a get acquainted reception commenced. CALL TO ORDER The joint adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino and the San Bernardino City Unified School District Board of Education was called to order by Mayor Minor, City of San Bernardino. at 6 :26 p.m., Tuesday, November 12, 1996, at the Board of Education Building, 777 North IIFI! Street, San Bernardino, California. BOARD OF EDUCATION ROLE SAN BE?NARDINO CITY UNIFIED SCHOOL DISTRICT - LONG-RANGE PLANN:NG & ACCOUNTABILITY - FIVE YEAR PLAN In a document dated September 3, 1')96, the Board of Education presented the 1995-96 year-end progress report for the school district's five-year plan. Vice President Dr. Marlin Brown rrovided a synopsis of the district's five-year plan which included the anticipated needs of the district, student programs and the district's marketing plan. School Police Chief Gary Underwood made a presentation concerning the school police program. Joe Woodford gave an overview of the district's emergency and disaster preparedness program. Discussion ensued regarding the crossing guard program which is supported by joint funds of the city and district. It was recommended that a committee be established to address future joint programs and current programs which may be affected by the anticipated loss of revenue. SAN BERNARDINO CRIME FIGHTING STRATEGIC PLAN DEPARTMENT POLICE (1) Mayor Minor presented the city's crime fighting strategic plan, explained that an implementation schedule has not been developed and stated that the following concerns are addressed within the plan: pride, crime, educatLon, employment and image. 2 11/12/1996 JOINT USE OF FACILITIES SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT - CITY OF SAN BERNARDINO Dr. Hal Boring, Assistant Superintendent, Administrative Services, provided a synopsis of the school facilities being utilized for city services. Concern was expressed relative to the development of a joint committee to address the problems of the youth. Board Member Louis Yeager explained that the district was trying to establish a campus to provide child care services at the former Norton Air Force Base; however, they have encountered many problems and requested the assistance of the city in order to bring the program to fruition. CITY AND SCHOOL DISTRICT FUNDING (2) A discussion was held concerning the anticipated lack of funds and the district's need to establish a local bond measure. City Administrator Shauna Clark explained the anticipated budget shortfall as a result of the passage of the proposed Right to Vote Initiative (Proposition 218) on the November 5, 1996 ballot. Mayor Minor explained the difference between a general tax and a special tax. Discussion ensued concerning the impact of the passage of Proposition 218, the effects it would have on Assessment District No. 994 and the services provided by tl:e city. AT RISK PROGRAMS ICUC Middle School Mentorinq Proqram Board Member Lynda Savage provide funding for the ICUC, Change, Middle School Mentoring explained the grant developed to Inland Congregations United for Program. Leslie Pulliam, Assistant Superintendent, Education Services, stated that the grant will be used to pursue other funds and can be used as a model. DARE Proqram A discussion was held concerning the accomplishments of the Drug Abuse Resistance Education (DARE) Program. 3 11/12/1996 Elementarv and Middle School Police Academies Board Member Ray Cadena explacned the police academy established at the Lytle Creek Elementary School and stated that because of its success a program is now being developed at the Curtis Middle School. MARCH 1997 PUBLIC SAFETY BALLOT MEASURE - POLICE & FIRE SPECIAL TAX - SPECIAL ELECTION (3) Mayor Minor explained the purpose and tax formula used for the proposed public safety ballot measure to be considered at the city's special election on March 18, 1997. ADJOURNMENT (4) At 8 :22 p.m., the meeting adjourned. The next scheduled meeting of the Mayor and Common Council will be held at 8:00 a.m., Monday, November 18, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
