MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO
ADJOURNED REGULAR MEETING
MAY 28, 1996
COUNCIL CHAMBERS
This is the time and place set for an adjourned regular
meeting of the Mayor and Common Council of the City of San
Bernardino from the adjourned regular meeting held at 9:04 a.m.,
Friday, May 24, 1996, in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on Friday, May 24, 1996, and has
on file in the Office of the City Clerk an affidavit of said
posting together with a copy of said order which was posted at 2:00
p.m., Friday, May 24, 1996, on the door of the place at which said
meeting was held.
The adjourned regular meeting of the Mayor and Common Council
of the City of San Bernardino was called to order by Mayor Minor at
10:16 a.m., Tuesday, May 28, 1996, in the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by Deputy City Clerk Miller with the
following being present: Mayor Minor; Council Members Negrete,
Arias, Devlin, Miller; City Attorney Penman; Deputy City Clerk
Miller; City Administrator Shauna Clark. Absent: Council Members
Curlin, Oberhelman, Anderson.
PUBLIC MEETING CONFIRM 1996/97 ASSESSMENT ROLLS
LANDSCAPE MAINTENANCE DISTRICT - ASSESSMENT DISTRICT NOS.
952, ZONE 2 & 2A; 981; 986; 989; 991; 993; 1001 AND
1005 (1)
Roger Hardgrave, Director of Public Works/Engineering,
submitted a Staff Report dated May 10, 1996, relative to the
confirmation of the 1996/97 assessment rolls for Assessment
District Nos. 952, Zone 2 & 2A; 981; 986; 989; 991; 993; 1001 and
1005.
Mayor Minor opened the public meeting.
The following individuals expressed concern regarding the poor
landscape maintenance services, and therefore opposed the increase
for the assessment district noted:
Helene Molstad, 1420 W. Wrightwood, San Bernardino, CA,
Assessment District No. 952, Zone 2A.

Terry Moll, 6705 N. Steven Way, San Bernardino, CA, Assessment
District 991, and submitted a letter dated May 28, 1996, relative
to such.
Don strimpel, 6816 N.
Assessment District No. 991.

CA,
Director Hardgrave answered questions concerning the
contractor for Assessment District Nos. 952, Zone 2 and 2A and 991,
and was directed to monitor and/or correct the services provided by
Golden West.
It was the consensus of the Council that all maintenance
districts be monitored more closely to ensure proper performance.
Director Hardgrave was directed to pursue a possible insurance
reimbursement for the expensive equipment damaged as a result of a
traffic collision within Assessment District No. 952, Zone 2.
Council Member Devlin made a motion, seconded by Council
Member Arias, and unanimously carried, that the public meeting
relative to increased assessments for Chapter 12.90 Assessment
District Nos. 952, 981, 986, 989, 991, 993, 1001 and 1005 be
closed; and that protests, if any, be carried over to the public
hearing set for June 24, 1996, at 10:00 a.m., in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.
ADJOURNMENT (2)
At 10:33 a.m., the adjourned regular meeting recessed to
Wednesday, May 29, 1996, in the Council Chambers of
300 North "D" Street, San Bernardino, California.
