HomeMy WebLinkAbout05-24-1996 Minutes MINUTES MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ADJOURNED REGULAR MEETING MAY 24, 1996 COUNCIL CHAMBERS This is the time and place set for an adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino from the adjourned regular meeting held at 10:00 a.m., Tuesday, May 21, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the order of adjournment of said meeting held on Tuesday, May 21, 1996, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 12:30 p.m., Tuesday, May 21, 1996, on the door of the place at which said meeting was held. The adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Minor at 9:04 a.m., Friday, May 24, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by Deputy City Clerk Medina with the following being present: Mayor Minor; Council Members Negrete, Oberhelman, Devlin, Anderson; City Attorney Penman; Deputy City Clerk Medina; City Administrator Shauna Clark. Absent: Council Members Curlin, Arias, Miller. FY 1996/97 BUDGET DELIBERATIONS - CONTINUED FROM MAY 21, 1996 (1) Huston Carlyle, Senior Assistant City Attorney, submitted a memorandum dated May 22, 1996, concerning the City Attorney's Office proposed budget for FY 1996/97. Alternative Budqet Reductions. Paqe 3. Reduce Bui~dinq Maintenance Services - Facilities Manaqement Jim Sharer, Facilities Manager, explained that the potential savings for the reduction of maintenance services would be $45,600 and two building maintenance workers would be affected. A discussion ensued regarding the layoff process. Chris Gonzales, Maintenance Worker I, Facilities Management, explained his duties as a building maintenance worker and urged the Mayor and Council to consider the work being privatized versus the 1 5/24/1996 reduction in maintenance services. COUNCIL MEMBER ARIAS ARRIVED At 9: 25 a. m., Council Member Arias arrived at the Council meeting and took her place at the council table. Jeff Carr, Labor Relations Representative, San Bernardino Public Employee Association, 433 North Sierra Way, San Bernardino, CA, asked the Mayor and Council to vote in concept, as several provisions within the General Unit Memorandum of Understanding (MOU) have not been adhered to. A discussion was held concerning the negotiations relative to the General Unit Memorandum of Understanding. Council Member Negrete made a motion, seconded by Council Member Anderson, and unanimously carried, that the reduction of building maintenance services be approved in concept. Delete Composition Bindery Clerk - Finance Barbara pachon, Director of Finance, explained the proposed budget reduction measure to delete the Composition Bindery Clerk position within the Print Shop and answered questions relative to such. It was suggested that the elimination of the printing services be considered, and discussion ensued regarding the possibility of privatizing the printing services. Jeanette Lee, Composition Bindery Clerk, Finance Department, explained her duties as a Composition Bindery Clerk and urged the Council to consider the information provided as to why her services should not be contracted out. A discussion was held concerning the rationale for the elimination of the Composition Bindery Clerk position. Mayor Minor directed that no action be taken on the deletion of the Composition Bindery Clerk and that a meeting be held with the Privatization Committee to pursue the privatization of printing services. Eliminate Equipment Mechanic II position - Fire Council Member Anderson made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the elimination of the Equipment Mechanic II position be approved in concept. 2 5/24/19.96 Alternative Budqet Reductions. Paqe 7. Eliminate Casa Ramona Center Contract for Services Parks. Recreation & Community Services - (Discussed later in the meeting. See Page 5) Annie Ramos, Director of Parks, Recreation & Community Services, explained the services provided at the drop-in center operated by Casa Ramona and answered questions relative to such. Council Member Devlin made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the elimination of the Casa Ramona Center contract for services be approved in concept. Alternative Budqet Reductions. Paqe 8. Cancel the 4th of July Celebration - Parks. Recreation & Community Services - (Discussed later in the meeting. See Page 4) City Administrator Shauna Clark noted that funding for the 4th of July celebration comes from the Fine Arts Fund, which is under the purview of the Way & Means Committee. A discussion was held concerning the costs associated with the 4th of July celebration and whether or not the celebration should be canceled for both the 1996 and 1997 season. Council Member Oberhelman made a motion, seconded by Council Member Arias, and unanimously carried, that the cancellation of the 4th of July celebration be approved. Discussed ensued regarding the intent of Council Member Oberhelman's motion. Council Member Devlin made a motion, seconded by Council Member Anderson, and unanimously carried, that the previous action taken to approve the cancellation of the 4th of July celebration be reconsidered. Council Member Oberhelman made a motion that the cancellation of the 4th of July celebration for both the 1996 and 1997 seasons be approved. The motion failed for lack of a second. COUNCIL MEMBERS NEGRETE & ANDERSON EXCUSED At 10:52 a.m., Council Members Negrete and Anderson left the Council meeting. 3 5/24/1996 LACK OF A QUORUM At 10:52 a.m., there was no longer a quorum present at the Mayor and Common Council meeting, and the meeting was held in abeyance. RECESS MEETING At 10:55 a.m., Mayor Minor declared a five-minute recess. RECONVENE MEETING At 11:00 a.m., the adjourned regular meeting of the Mayor and Common Council reconvened in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. Council Member Anderson made a motion, seconded by Council Member Negrete, that the cancellation of the 4th of July celebration be deleted from the FY 1996/97 budget reductions. The motion carried by the following vote: Ayes: Members Negrete, Arias, Devlin, Anderson. Nays: Council Oberhelman. Absent: Council Members Curlin, Miller. Council Member Alternative Budqet Reductions. Paqe 9. Eliminate Vacant Assistant Planner position. Which Will Reduce P1anninq Services - Planninq & Buildinq Services A discussion ensued regarding the services provided by the Assistant Planner position and whetl:er or not to pursue the privatization of plan check and building inspection services. Council Member Anderson made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the elimination of the vacant Assistant Planner position be deleted from the FY 4 5/24/1996 1996/97 budget reductions. PROPERTY INSURANCE RENEWAL - ROLLINS HUDIG HALL/AON RISK SERVICES. INC. - NTE $332.209.78 (NB1) Barbara Dillon, Acting Director of Risk Management, submitted a Staff Report dated May 23, 1996, concerning the City's property insurance renewal with Rollins Hudig Hall/Aon Risk Services, Inc. Council Member Oberhelman made a motion, seconded by Council Member Negrete, and unanimously carried, that the matter arose subsequent to the posting of the agenda. Council Member Oberhelman made a motion, seconded by Council Member Devlin, and unanimously carried, that the Mayor and Common Council approve a renewal with Rollins Hudig Hall/Aon Risk Services, Inc., in the not-to-exceed amount of $332,209.78 for City property insurance; that payment of said premium be authorized; and that the City's budget be adjusted accordingly. Alternative Budqet Reductions. Paqe 10. Share Cost of Crossinq Guard Proqram With the School District - Police Mayor Minor explained that the total cost of the crossing guard program is $160,000. Council Member Oberhelman made a motion, seconded by Council Member Arias, and unanimously carried, that the elimination of the crossing guard program with the school district be approved. Alternative Budqet Reductions. Paqe 7. Eliminate Casa Ramona Center Contract for Services Parks. Recreation & Community Services - (Discussed earlier in the meeting. See Page 3) Council Member Negrete made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the previous action taken to approve in concept the elimination of the Casa Ramona Center contract for services be reconsidered. Esther Estrada, Executive Director of Casa Ramona, explained and answered questions regarding the services provided by Casa Ramona and urged the Council to continue funding for the program. Council Member Negrete made a motion, Member Arias, that the elimination of the contract for services be deleted from the reductions. seconded by Council Casa Ramona Center FY 1996/97 budget The motion carried Members Negrete, Arias, Member Devlin. Absent: by the following vote: Oberhelman, Anderson. Council Members Curlin, Ayes: Nays: Miller. Council Council 5 5/24/1996 Council Member Devlin changed his negative vote to an affirmative vote. Alternative Budqet Reductions. Purchases - Police Paqe 11. Reduce vehicle Council Member Oberhelman made a motion, seconded by Council Member Anderson, and unanimously carried, that the reduction in vehicle purchases for the Police Department be approved. Revenue Enhancements. Increase Weed Abatement Administrative Fee to Reflect Costs Fred Wilson, Assistant City Administrator, explained that after further study, the increase in weed abatement fees should generate revenue in the amount of $49,000. In summary, the following budget reduction measures were approved or approved in concept: 1. Reduce building maintenance services - Facilities Management. $ 45,600 2 . Eliminate Equipment Mechanic II position - Fire Department. 38,200 3. Eliminate crossing guard program with the school district - Police Department. 160,000 4.
