HomeMy WebLinkAbout05-21-1996 Minutes MINUTES MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO RECESSED REGULAR MEETING MAY 21, 1996 COUNCIL CHAMBERS This is the time and place set for reconvening the regular meeting of the Mayor and Common Council of the City of San Bernardino set for 8:00 a.m., Monday, May 20, 1996. At 2:54 p.m., the regular meeting of May 20, 1996, was recessed to 10:00 ~.m., Tuesday, May 21, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. RECONVENE MEETING The regular meeting of the Mayor and Common Council of the City of San Bernardino reconvened at 10:09 a.m., Tuesday, May 21, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by Deputy City Clerk Medina with the following being present: Mayor Minor; Council Members Negrete, Oberhelman, Devlin, Anderson; city Attorney Penman, Deputy City Clerk Medina, City Administrator Shauna Clark. Absent: Council Members Curlin, Arias, Miller. BUDGET WORKSHOP - FY 1996/97 - DISCUSS & TAKE POSSIBLE ACTION - BUDGET REDUCTIONS (2) BUDGET REDUCTIONS Eliminate Occupational Health Nurse Proqram Barbara Dillon, Director of Personnel and Acting Director of Risk Management, distributed a handout and presented an overview of the City's Occupational Health Program costs, outlining what it would cost to contract out/reassign certain programs versus the cost estimate prepared by the City Nurse for her to administer the programs. Ms. Dillon noted that no programs would be eliminated; however, some would be contracted out and others would be taken over by other City departments. Ms. Dillon also presented a comparison of current costs and proposed savings. Currently, the salary and benefits for the occupational nurse position amount to $57,300 plus $39,000 for maintenance and operations, for a total of $96,300. If the City contracts out some of the programs at a cost of $20,000 and pays for the remaining maintenance and operation costs at $23,000, total savings realized would be $53,300. 1 5/21/1996 Jan Burch, Occupational Health Nurse, Risk Management, made a presentation regarding the various occupational health programs and why these programs should continue to be administered by the City's occupational health nurse. Council Member Anderson made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the budget reduction recommendation to eliminate the Occupational Health Nurse Program, thereby eliminating the Occupational Health Nurse position, be approved. As requested by Council, Barbara Dillon stated she would provide periodic reports on the status of the various occupational health programs and the administration of same. Mayor Minor read some excerpts from a letter he was preparing to send to the San Bernardino Public Employees Association in response to their proposed plan for reorganization and downsizing, questioning some of their proposals and asking for clarification on others. Mayor Minor noted that with the completion of Plan A budget reductions, the City still faces a budget deficit of $901,500; and suggested that Council now consider Plan B. ALTERNATIVE BUDGET REDUCTIONS - PLAN B Close Animal Shelter One Additional Dav Per Week - Animal Control Debi Biggs, Director of Animal Control, explained the proposal to close the animal shelter to the public one additional day per week, thus eliminating one Animal Shelter Attendant, for a cost savings of $25,000. The position affected is currently filled by a temporary employee, who would return to his prior position of part-time License Checker. She stated that public inconvenience could be offset by extending hours Tuesday-Friday, if necessary. Discussion ensued regarding duties performed and programs administered by Animal Control, and which of these programs are mandated by law. Council Member Devlin made a motion, seconded by Council Member Anderson, and unanimously carried, that the budget reduction recommendation to close the Animal Shelter one additional day per week, thereby eliminating one Animal Shelter Attendant position, be approved. (Note: City Attorney Penman distributed a handout Charter-mandated functions of City departments, to Council and staff when considering recommended budget delineating assist the cuts. ) 2 5/21/1996 ~ -.11 ,(j,.J,.../ .J...J,JU Mayor Minor suggested that staff meet and confer on all items except the elimination of one ladder truck company from the Fire Department, as it did not appear there was support of this item. RECESS MEETING - CLOSED SESSION (1) At 11:33 a.m., the Mayor and Common Council recessed to closed session for the following: Conference initiation Government with legal counsel anticipated litigation of litigation pursuant to subdivision (c) of Code Section 54956.9. CLOSED SESSION At 11:33 a.m., Mayor Minor called the closed session to order in the conference room of the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by Deputy City Clerk Medina with the following being present: Mayor Minor; Council Members Negrete, Oberhelman, Devlin, Anderson; city Attorney Penman, Deputy City Clerk Medina, City Administrator Shauna Clark. Absent: Council Members Curlin, Arias, Miller. Also present: Senior Assistant City Attorneys Barlow and Carlyle and Deputy City Attorney Empeno. MAYOR MINOR EXCUSED At 11:36 a.m., Mayor Minor left the closed session. ADJOURNMENT (3) At 11:43 a.m., the recessed regular meeting adjourned to 9:00 a.m., Friday, May 24, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
