HomeMy WebLinkAbout05-28-1998 Minutes MINUTES MAYOR AND COMMON COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO JOINT ADJOURNED REGULAR MEETING MAY 28, 1998 RADISSON HOTEL This is the time and place set for a joint adjourned regular meeting of the Mayor and Common Council and Community Development Commission of the City of San Bernardino from the joint regular meeting held at 8:08 a.m., Monday, May 18, 1998, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the order of the adjournment of said meeting held on Monday, May 18, 1998, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 8:15 a.m., Tuesday, May 19, 1998, on the bulletin board located near the place at which said meeting was held. The joint adjourned regular meeting of the Mayor and Common Council and Community Development Commission was called to order by Mayor Valles at 9:05 a.m., Thursday, May 28, 1998, in the Radisson Hotel, 295 North "E" Street, San Bernardino, California. ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Valles; Council Members Lien, Devlin, Anderson, Miller; Sr. Assistant City Attorney Carlyle, City Clerk Clark, City Administrator Wilson. Absent: Council Members Estrada, Arias, Schnetz. DISCUSS & TAKE ACTION - CITY ISSUES & GOAL SETTING - STUDY SESSION - SOLUTION STRATEGIES, INC. (1) Mayor Valles welcomed everyone and thanked them for coming. She acknowledged that the goal setting process can be very difficult and awkward for some people, especially when being done for the first time. She stated that the best thing that has happened so far is that the process has resulted in the opening up and sharing of ideas with one another. City Administrator Wilson introduced Shel Bockman, Ph.D. and Barbara Sirotnik, Ph.D., from California State University San Bernardino, who presented a brief overview of the results of the City of San Bernardino Citizens Survey. 1 5/28/1998 COUNCIL MEMBER ESTRADA ARRIVED At 9:16 a.m., Council Member Estrada arrived at the Council meeting and took her place at the table. Doctors Bockman and Sirotnik explained that of the 453 citizens surveyed, 80 percent were registered voters; and in order to obtain the opinions of low-income people without telephones, they had interviewed a focus group of people who spoke for them. COUNCIL MEMBER SCHNETZ ARRIVED At 9:28 a.m., Council Member Schnetz arrived at the Council meeting and took his place at the table. Doctor Bockman stated that residents were asked to indicate whether they were satisfied, neutral, or dissatisfied with eight selected City services, and presented an overview of their responses as follows: Citizens expressed the most satisfaction with fire services (79%), libraries (68%), police services (66%), and parks/recreation (54%); and were somewhat dissatisfied with youth programs, street maintenance, graffiti removal, and neighborhood upkeep. When asked to rank where the City's money should be spent, the following were the top five highest priorities: (1) promoting new jobs, (2) dealing with narcotics/gangs, (3) repairing potholes and repaving of streets, (4) cleanup of illegal dumping, and (5) crime prevention programs. The focus group participants indicated that the biggest need in San Bernardino is job creation, followed by improvement of local transportation within the city, more and better-utilized youth programs, and more child care centers. Doctors Bockman and Sirotnik stated that they had used a standard and scientific procedure in conducting the survey and were very confident of the survey findings. They added that if another survey is conducted, it should include information relative to income and ethnicity; however, the direction they had received at this time was not to include these two questions. RECESS MEETING At 9:47 a.m., Mayor Valles declared a five-minute recess. RECONVENE MEETING At 9: 58 a. m., Mayor Valles reconvened the joint regular meeting of the Mayor and Common Council and Development Commission of the City of San Bernardino. adjourned Community 2 5/28/1998 ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Valles; Council Members Estrada Lien , , Schnetz, Devlin, Anderson, Miller; City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council Member Arias. DISCUSS & TAKE ACTION - CITY ISSUES & GOAL SETTING - STUDY SESSION - SOLUTION STRATEGIES, INC. (1) City Administrator Wilson provided an overview of what had been happening since the first meeting on April 15, stating that three broad categories/goals had been identified and department heads had been meeting together in the following groups to discuss each item as follows: 1. Quality of Life - Deborah Biggs, Animal Control; Larry Pitzer, Fire; Ophelia Roop, Library; Annie Ramos, Parks, Recreation and Community Services; Lee Dean, Police. 2. Infrastructure Glenn Baude, Code Compliance; Ron Winkler, Economic Development Agency; Ann Harris, Economic Development Agency (Main Street); James Sharer, Facilities Management; Michael Hays, Planning and Building Services and Public Works/Engineering; James Howell, Public Services. 3 . Governance - Rachel Clark, City Clerk; Doug Chandler, Ci vil Service; Barbara Pachon, Finance; Janis Ingels, Management Information Services; Ed Raya, Personnel/Risk Management; Stacy Aldstadt, Water. Linda Brannon, Solution Strategies, Inc., explained the goal setting process, stating that the assessment process had begun at the April 15 meeting, but with no real structure; that today they would be evaluating information; and at the next meeting they would be setting priorities and goals. At this time, various members of the three category/goal teams made their presentations to the Mayor and Council and other staff members. RECESS MEETING At 11:07 a.m., Mayor Valles declared a five-minute recess. RECONVENE MEETING At 11:22 a.m., Mayor Valles reconvened the joint regular meeting of the Mayor and Common Council and Development Commission of the City of San Bernardino. adjourned Community 3 5/28/1998 ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Valles; Counci 1 Members Estrada, Lien, Schnetz, Devlin, Anderson, Miller; Senior Assistant City Attorney Carlyle, City Clerk Clark, City Administrator Wilson. Absent: Council Member Arias. DISCUSS & TAKE ACTION - CITY ISSUES & GOAL SETTING STUDY SESSION - SOLUTION STRATEGIES, INC. (1) Linda Brannon noted that the City Council and staff were trying to create a real program with real results. She stated that more instructions were needed, and that the Council needed the opportunity for further discussion with the various teams. She added that before the Council/staff could set goals, they would need to set priorities; and once the priorities and goals were set, they would need to create an implementation plan. It was suggested that the meeting be adjourned to the next regular Council meeting date, with discussion to take place at a luncheon workshop. Council Member Anderson made a motion, seconded by Council Member Estrada, that the matter be continued to the Mayor and Council meeting of June 1, 1998, in the Council Chambers of City Hall. Council Member Anderson withdrew her motion. Discussion ensued relative to setting a specific time for the next study session. The Council members expressed their desire to see the implementation of the plan take place and thanked the teams for their work and input. Mayor Valles stated that the key issue and most valuable thing was that they were all talking and communicating. She expressed optimism that they were on the right track and going in the right direction, while acknowledging that there was a long way to go. Council Member Anderson made Member Estrada, and unanimously continued to the Mayor and Council Council Chambers of City Hall. a motion, seconded by Council carried, that the matter be meeting of June 1, 1998, in the 4 5/28/1998 ADJOURNMENT (2) At 11:49 a.m., the meeting adjourned.
