ADJOURNED REGULAR MEETING
MARCH 14, 1998
ECONOMIC DEVELOPMENT AGENCY BOARD ROOM
This is the time and place set for an adjourned regular
meeting of the Mayor and Common Council of the City of San
Bernardino from the adjourned regular meeting held at 9:02 a.m.,
Wednesday, March 11, 1998, in the Economic Development Agency Board
Room, 201 North "E" Street, San Bernardino, California.
The adjourned regular meeting of the Mayor and Common Council
of the City of San Bernardino was called to order by Mayor Valles
at 9:04 a.m., in the Economic Development Agency Board Room, 201
North "E" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following
being present: Mayor Valles; Council Members Estrada, Lien, Arias,
Schnetz, Devlin, Anderson, Miller; Senior Assistant City Attorney
Carlyle; City Clerk Clark; City Administrator Wilson. Absent:
None.

Due to the lack of seating, it was the consensus of the Mayor
and Council, that the meeting be recessed to the Council Chambers
of City Hall, 300 North "1''' Street, San Bernardino, California.
RECESS MEETING
At 9:07 a.m., Mayor Valles declared a ten-minute recess.
RECONVENE MEETING
At 9:20 a.m., the adjourned regular meeting of the Mayor and
Common Council reconvened in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following
being present: Mayor Valles; Council Members Estrada, Lien, Arias,
Schnetz, Devlin, Anderson, Miller; Senior Assistant City Attorney
Carlyle; City Clerk Clark; City Administrator Wilson. Absent:

Mayor Valles stated that ,Supervisor Jerry Eaves would be
giving a presentation concernlng the Neighborhood Initiative
Program to be administered by the County of San Bernardino.
Supervisor Jerry Eaves explained that the federal government
has given the County of San Bernardino $15,000,000 to be utilized
by the County and Cities of Highland, Redlands and San Bernardino
for the abatement of blight. Thus, a national pilot program will
be established entitled "Neighborhood Initiative Program," and the
primary area of concern is the rehabilitation of single-family
residences. Supervisor Eaves gave a presentation relative to such

MISSION STATEMENT:
The preservation and revitalization of neighborhoods through
maximizing opportunities afforded by the availability and the
leveraging of $15,000,000 in federal neighborhood initiative funds.
GOALS:
Develop a work plan on the initial projects/areas to be
assisted.
Meet with financial institutions to secure CRA funding
commitments.
Coordinate the agreements with FHA for the disposition of
inventory.
Discuss with non-profit agencies their role and participation.
Complete the inventory of programs available and set up the
automated system for work plan and cost estimates.
Negotiate the Cooperation Agreement with HUD to secure the
funds.
Schedule, publicize and conduct citizen/community organization
hearing on housing needs in the area.
Use of innovative housing program developed in partnerships
with other government agencies (from HUD/FHA to Fannie Mae) .
Coordinate lending institution participation through pledges
of funds under the Community Reinvestment Act (CRA) requirements.

Council Member Devlin made a motion, seconded by Council
Member Arias, and unanimously carried, that the Mayor and Council
adopt the Neighborhood Initiative Program in concept; that the City
Administrator be directed to identify the areas within the city
that need revitalization; and that the matter be readdressed within
30 days.
