MAYOR AND COMMON COUNCIL AND
COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF SAN BERNARDINO
JOINT ADJOURNED REGULAR MEETING
JUNE 9, 1999
ECONOMIC DEVELOPMENT AGENCY BOARD ROOM
This is the time and place set for a joint adjourned regular meeting of the Mayor
and Common Council and the Community Development Commission of the City of San
Bernardino from the regular meeting held at 8:05 a.m., Monday, June 7, 1999, in the
Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the order of adjournment of said meeting
held on Monday, June 7, 1999, and has on file in the Office of the City Clerk an
affidavit of said posting together with a copy of said order which was posted at 9:00
a.m., Tuesday, June 8, 1999, on the bulletin board located next to the place at which
said meeting was held.
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission of the City of San Bernardino was called to
order by Mayor Valles at 4:23 p.m., Wednesday, June 9, 1999, in the Economic
Development Agency Board Room, 201 North "E" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Estrada, Lien, McGinnis, Schnetz, Devlin; City
Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council
Members Anderson, Miller.
BUDGET DELIBERATIONS - FISCAL YEAR 1999/2000 - DISCUSS
& TAKE ACTION - BUDGET BALANCING OPTIONS (1)
Fred Wilson, City Administrator, submitted memoranda dated June 2 and June
7, 1999, concerning the fiscal year 1999/2000 budget,
City Attorney Penman submitted a memorandum dated
concerning Municipal Code Section 1.28.020 which provides an
Charter Section 186, Definition of "Salary" .

City Administrator Wilson presented the schedule developed for the fiscal year
1999/2000 budget deliberations, provided an overview of the proposed budget and
reviewed the budget reserve and the general fund deficit.
Rita West, Budget Officer, reviewed the contents of the Preliminary Detail
Budget and Preliminary Summary Budget for fiscal year 1999/2000.
COUNCIL MEMBER ANDERSON ARRIVED
At 4:39 p.m., Council Member Anderson arrived at the council meeting and
took her place at the conference table.
Barbara Pachon, Director of Finance, reviewed and answered questions relative
to the following work sheets: Estimated Revenues and Expenditures FY 1998/1999
General Fund, Analysis of FY 1998/1999 Vacancy Factor, Summary of Revenues,
Expenditures, and Transfers Fiscal Year 1999/2000.
COUNCIL MEMBER MILLER ARRIVED
At 4:42 p.m., Council Member Miller arrived at the council meeting and took
her place at the conference table.
Finance Director Pachon reviewed and answered questions relative to the
following work sheets: Estimated Revenues and Expenditures Fiscal Year 1999/2000
General Fund, Analysis of Year End Balances Fiscal Years 1998/1999 and 1999/2000
and Analysis of FY 1999/2000 Vacancy Factor.
RECESS MEETING
At 5: 19 p.m., Mayor Valles declared a fifteen-minute recess.
RECONVENE MEETING
At 5:35 p.m., Mayor Valles reconvened the joint adjourned regular meeting of
the Mayor and Common Council and Community Development Commission.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Estrada, Lien, McGinnis, Schnetz, Devlin, Anderson,
Miller; City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent:
None.
BUDGET DELIBERATIONS - FISCAL YEAR 1999/2000 - DISCUSS
& TAKE ACTION - BUDGET BALANCING OPTIONS (1)
Mayor Valles explained that the recommendation to eliminate longevity pay
from the base pay calculations for Charter Section 186 would not be considered.

The following departments explained their proposed fee increases and answered
questions relative to their proposals:
Animal Control, City Clerk, Code Compliance, Fire, Parks, Recreation and
Community Services and Police.
It was the consensus of the Council that the departmental fee Increases be
pursued with the exception of the following:
A. Animal Control - That the owner release fees be approved at a rate of
$20 contingent upon the non-acceptance of animals from jurisdictions
which are not serviced by the city.
B. Parks, Recreation and Community Services - Exclude all fees except
those affecting organizations, the Fiscalini Field-Club House Rental and
the Ballfield/Tennis Court Lighting.
Staff presented their recommended departmental reductions and answered
questions relative to such.
It was the consensus of the Council that the following recommended
departmental reductions be pursued:
A. City Attorney's Office
B. Code Compliance/Public Services
C. Public Services
D. Facilities Management
E. Finance
It was the consensus of the Council that additional options be pursued for the
following recommended departmental reductions:
A. CATV (Telecommunications)
B. Civil Service (information on clerical assistance was requested)
C. Parks, Recreation and Community Services (Special Olympics
Coordinator)
D. Parks, Recreation and Community Services (Landscape/Custodial
Maintenance)
It was the consensus of the Council that the following recommended
departmental reductions not be considered:
A. Police
B. Fire

C. Parks, Recreation and Community Services (Johnson Hall)
It was the consensus of the Council that the following recommended
departmental reductions be laid over for further consideration:
A. Development Services
B. General Government
City Administrator Wilson reviewed the additional concerns that would affect
the budget deficit.
ADJOURNMENT (2)
At 8:15 p.m., the meeting adjourned to 4:00 p.m., Wednesday, June 16, 1999,
in the Economic Development Agency Board, 201 North "E" Street, San Bernardino,
California.
