Citv Presentation Barbara Pachon, Director of Finance, reviewed with the Council the Estimated Revenues and Expenditures, Midyear Fiscal Year 1999-2000, General Fund document. She noted that revenues are approximately $1.2 million more than what was estimated. - 2- 3/1512000 Discussion ensued regarding the vacancy factor and the effect it is having on departments. It was noted that building a budget reserve was, and still is, a top priority; and that Council and staff were aware that there would be an impact on the departments and services of the City when they decided to postpone the replacement of personnel when a vacancy occurs in order to realize a salary savings which could be used to build the City's reserves. City Administrator Wilson stated that staff is looking at a plan to deal with the problem of the vacancy factor next year. However, another component of this problem is recruitment and retention of good employees. Ms. Pachon noted that all of the vacancy factor savings does not go into the reserve; that this year some of this savings had to be used to balance the budget. Mayor Valles noted that right now the City and the EDA are OK and right on track, and the last thing she would recommend is a reallocation of monies based on projections-owe have a reserve but we shouldn't be spending it right now. Ms. Pachon reviewed a staff report dated March 20, 2000, regarding mid-year budget amendments for fiscal year 1999-2000, which would be presented to the Council for approval at the next Council meeting. She also distributed and reviewed the General Fund Projection jar Fiscal Year 2000-2001. There was no formal action taken on this matter at this meeting.
