HomeMy WebLinkAbout10-29-2003 MinutesMINUTES MAYOR AND COMMON COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO JOINT EMERGENCY MEETING OCTOBER 29, 2003 POLICE DEPARTMENT PERSONNEL CONFERENCE/TRAINING ROOM NOTICE IS HEREBY GIVEN that the Mayor of the City of San Bernardino has called an Emergency Meeting of the Mayor and Common Council/Community Development Commission to be held at 3:00 p.m., Wednesday. October 29, 2003, in the San Bernardino Police Department Personnel Conference/Training Room, 710 North "D" Street, San Bernardino, California. The purpose for which this emergency meeting was called was to discuss those items listed below as Agenda Item Nos. 1, 2, 3, and 4. The joint emergency meeting of the Mayor and Common Council and Community Development Commission of the City of San Bernardino was called to order by Mayor/Chairman Valles at 3:10 p.m., Wednesday. October 29, 2003, in the San Bernardino Police Department Personnel/Conference Room, 710 North "D" Street, San Bernardino, California. Roll Call Roll call was taken by City Clerk Clark with the following being present: Mayor/Chairman Valles; Council Members/Commissioners Longville, McGinnis, Derry, Anderson, McCammack; City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council Members/Commissioners Estrada, Suarez. 1. Ratify Mayor's issuance of Resolution (Proclamation) of the City of San Bernardino confirming existence of a local emergency Council Member/Commissioner McCammack made a motion, seconded by Council Member/Commissioner Longville, that the Common Council ratify the Mayor's issuance on October 25, 2003, of Resolution (Proclamation) of the City of San Bernardino confirming existence of a local emergency. The motion carried by the following vote: Ayes: Council Members/ Commissioners Longville, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Member/Commissioners Estrada, Suarez. 10/29/2003 2. Ratify Mayor's issuance of Resolution (Proclamation) of the City of San Bernardino proclaiming existence of a local emergency and requesting Governor to (1) proclaim a State of Emergency; and (2) request a Presidential Declaration Council Member/Commissioner McCammack made a motion, seconded by Council Member/Commissioner Anderson, that the Common Council ratify the Mayor's issuance on October 25, 2003, of Resolution (Proclamation) of the City of San Bernardino proclaiming existence of a local emergency and requesting Governor to (1) proclaim a State of Emergency; and (2) request a Presidential Declaration. The motion carried by the following vote: Ayes: Council Members/ Commissioners Longville, McGinnis, Derry, Anderson, McCammack. Nays: None. Absent: Council Member/Commissioners Estrada, Suarez. Council Member/Commissioner Suarez Arrived At 3:14 p.m., Council Member/Commissioner Suarez arrived at the Council/ Commission meeting. 3. RES. 2003-288 - Resolution of the Mayor and Common Council of the City of San Bernardino designating the area burned by the Old Waterman Canyon Fire as a disaster area under San Bernardino Municipal Code Section 15.04.080(B)(2). Council Member/Commissioner McCammack made a motion, seconded by Council Member/Commissioner Suarez, that said resolution be adopted. Resolution No. 2003-288 was adopted by the following vote: Ayes: Council Member/Commissioners Longville, McGinnis, Derry, Suarez, Anderson, McCammack. Nays: None. Absent: Council Member/Commissioner Estrada. Council Member/Commissioner Estrada Arrived At 3:40 p.m., Council Member/Commissioner I`strada arrived at the Council/ Commission meeting. 4. Closed Session Pursuant to Government Code Section: A. Conference with legal counsel on matters posing a threat to the security of essential public services, pursuant to Government Code Sections 54956.5(c) and 54957(a). 2 10/29/2003 5. Adjournment At approximately 3:55 p.m., the meeting was adjourned. The next joint regular meeting of the Mayor and Common Council and Community Development Commission is scheduled for 1:30 p.m., Monday, November 3, 2003, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
