This is the time and place set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Regular Meeting held on Monday, January 21, 1985, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the Order of Adjournment of said Meeting held on Monday, January 21, 1985, at 9:00 a.m., and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted on Tuesday, January 22, 1985, at 11:30 a.m. in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Pro Tempore Quiel at 9:05 a.m. in the Council Chambers of City Hall, 300 North "D" Street, San Bernar- dino, California. . INVOCATION The Invocation was given by Reverend Olen J. Jones, Jr., Immanuel Baptist Church. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Council Member Strickler. ROLL CALL Roll Call was taken by the City Clerk with the fol- lowing being present: Mayor Pro Tempore Quiel; Council Members Castaneda, Reilly, Hernandez, Quiel, Frazier, Strickler; Senior Assistant City Attorney Briggs, City Clerk Clark. Absent: Mayor Holcomb; Council Member Marks; City Administrator Matzer. . SALARIES FOR PART TIME EMPLOYEES FOR ELECTION - CITY CLERK'S OFFICE In a memorandum dated January 25, 1985, Shauna Clark, City Clerk, requested permission to use no more than $3,000 from the Election Budget, Account 01-122-216, for salaries for part time help for Primary Municipal Election to be held March 5, 1985. City Clerk Clark proposes to hire three people at the rate of $5.56 per hour on an as needed basis to work solely on absentee ballots, for a period of approximately three weeks. She further proposes to pay these employees through Accounts Payable rather than through the personnel process. In response to questions, City Clerk Clark explained that in the past, the City Clerk's Office has received approximately 1,500 absentee ballots for upcoming elec- tions. Over 2,000 applications for absentee ballots have already been received for the March 5, 1985 Primary Mu- nicipal Election. In order to accommodate the large num- ber of absentee ballots that are anticipated, it will be necessary to temporarily increase staff in the City Clerk's Office. . . Council Member Quiel made a motion, seconded by Council Member Strickler and unanimously carried, to au- thorize an expenditure not to exceed $3,000 from the Pri- mary Elections Account No. 01-122-216, for part time sal- aries for the processing of absentee ballots and authorize payment at an hourly rate of $5.56 per hour from the accounts payable register. COMMUNITY DEVELOPMENT COMMISSION/REDEVELOPMENT AGENCY - REGULAR MEETING The Adjourned Regular Meeting of the Community De- velopment Commission/Redevelopment Agency was called to order by Vice Chairman Castaneda in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, Cal- ifornia. READING AND WAIVING OF ALL RESOLUTIONS City Clerk Clark read the title of all the resolu- tions on the agenda. Council Member Strickler made a motion, seconded by Council Member Quiel and unanimously carried, that further reading of all the resolutions on the Agenda be waived. . RES. 85-44 - RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNAR- DINO ORDERING CHANGES AND MODIFICATIONS TO ENGINEER'S REPORT ,MODIFYING ASSESSMENT, CONFIRMING ASSESSMENT AS MODIFIED, ORDERING THE IMPROVEMENTS AND ORDERING RECORDATION OF ASSESSMENT DIAGRAM AND NOTICE OF ASSESS- MENT. (TRI-CITY) adopted.E00000005E RES. 85-45 - RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNAR- DINO DETERMINING UNPAID ASSESSMENTS. (TR I -C ITY) (R-lb) Council Member Frazier made a motion, seconded by Council Member Strickler, that said resolution be adopted. Resolution No. 85-45 was adopted by the following vote: Ayes: Council Members Castaneda, Reilly, Hernandez, Quiel, Frazier, Strickler. Noes: None. Ab- sent: Council Member Marks. . RES. 85-46 - RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNAR- DINO, CALIFORNIA, DECLARING ITS INTENTION TO ISSUE ITS MULTIFAMILY MORTGAGE REVENUE BONDS; DIRECTING THE PREPARATION OF CERTAIN DOCUMENTS; AND MAKING CERTAIN OTHER FIND- INGS AND DETERMINATIONS IN CONNECTION THEREWITH (MOUNTAIN GATE PROJECT). (R-2) Council Member Frazier made a motion, seconded by Council Member Strickler, that said resolution be adopted. Resolution No. 85-46 was adopted by the following vote: Ayes: Council Members Castaneda, Reilly, Hernandez, Quiel, Frazier, Strickler. Noes: None. Ab- sent: Council Member Marks. . 2 1/28/85 .
