HomeMy WebLinkAbout06-30-2004 MinutesMiNi JTF.S MAYOR AND COMMON COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO SPECIAL MEETING JUNE 30, 2004 ECONOMIC DEVELOPMENT AGENCY BOARDROOM 201 NORTH "E" STREET SAN BERNARDINO, CA NOTICE IS HEREBY GIVEN that the Mayor of the City of San Bernardino has called a joint special meeting of the Mayor and Common Council/Community Development Commission to be held at 5:30 p.m., Wednesday, June 30, 2004, in the Economic Development Agency Boardroom, 201 North "E" Street, San Bernardino, California. The purpose for which this special meeting was called was to discuss and take possible action concerning City/EDA Fiscal Year 2004-2005 Budget Continuing Expenditures. The joint special meeting of the Mayor and Common Council and Community Development Commission of the City of San Bernardino was called to order by Mayor/Chairman Valles at 5:39 p.m., Wednesday, June 30, 2004, in the Economic Development Agency Boardroom, 201 North "E" Street, San Bernardino, California. Roll Call Roll call was taken by City Clerk Clark with the following being present: Mayor/Chairman Valles; Council Members/Commissioners Estrada, McGinnis, Derry, Kelley, Johnson, McCammack; City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council Member/Commissioner Longville. Mayor/Chairman Valles announced that she was unable to attend the retirement luncheon for Captain Curtis; however, she wanted to personally thank him for his 33 years of dedicated service to the City. She stated that through his work in securing grants, the City has received $25 million in grant funds. Mike Legge, Chairman of the Volunteer Board of Directors of the San Bernardino Convention and Visitors Bureau (CVB), stated that the activities and events of the CVB create and project a positive image of the City of San Bernardino and at the same time generate significant revenues. As a result, he stated that their proposed budget reflects allocation of the full 20 percent of the projected transient lodging tax that will be generated by visitors to the City who purchase hotel/motel rooms. Mr. Legge introduced Dr. John Husing who was asked by the Board of Directors to compile an economic impact study of the Bureau's activities. 1 06/30/2004 Dr. John Husing, Economics & Politics, Inc., outlined the methodology he used in his report, "Economic Impact - Tourism, San Bernardino." Council Member/Commissioner McCammack made a motion, seconded by Council Member/Commissioner Estrada, that full reading of the resolutions be waived. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Kelley, Johnson, McCammack. Nays: None. Absent: Council Member/Commissioner Longville. Fred Wilson, City Administrator, reviewed the changes that were made to the list of Potential budget -balancing options - 0613012004 (green sheets). Linn Livingston, Director of Human Resources, announced that 15 out of 34 employees have agreed to take part in the voluntary Golden Handshake program. 1. City of San Bernardino Fiscal Year 2004-2005 Budget Continuing Expenditures RES. 2004-211 - Resolution of the Mayor and Common Council of the City of San Bernardino, California, authorizing the City of San Bernardino to establish 2004-2005 expenditures for the month of July, 2004 only, at one -twelfth the proposed levels contained in the Preliminar} Detail Budget for the 2004-2005 Fiscal Year, or as needed to pay the authorized costs incurred for the month of July, 2004 only, pending final approval of the 2004-2005 budget. Council Member/Commissioner McCammack made a motion, seconded by Council Member/Commissioner Estrada, that the City of San Bernardino Fiscal Year 2004- 2005 Budget be approved in concept, and that staff be directed to incorporate the list of budget -balancing options into the final budget for presentation and adoption on August 2, 2004; and that said resolution be adopted. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Kelley, Johnson, McCammack. Nays: None. Absent: Council Member/Commissioner Longville. 2. Economic Development Agency Fiscal Year 2004-05 Budget Continuing Expenditures RES. CDC/2004-19 - Resolution of the Community Development Commission of the City of San Bernardino, California, authorizing the Economic Development Agency to continue expenditures, except for those portions of certain budget lines which are related to the Uptown Redevelopment Project Area, at the budgeted level for the 2003-04 Fiscal Year, with allowance for those budgeted items having prior Commission approval, pending final approval of the 2004-05 Budget. (2A) 2 06/30/2004 Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McCammack, that said resolution A, be adopted. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Kelley, Johnson, McCammack. Nays: None. Absent: Council Member/Commissioner Longville. RES. CDC/2004-18 - Resolution of the Community Development Commission of the City of San Bernardino, California, authorizing the Economic Development Agency to continue expenditures for those portions of certain budget lines, which are related to the Uptown Redevelopment Project Area, at the budgeted level for the 2003-04 Fiscal Year, with allowance for those budgeted items having prior Commission approval, pending final approval of the 2004-05 Budget. (2B) Council Member/Commissioner McCammack stated that she would be abstaining on this matter because she owns property in the Uptown Redevelopment Project Area. She left the boardroom and returned after the vote was taken. Council Member/Commissioner Estrada made a motion, seconded by Council Member/Commissioner McGinnis, and that said resolution B, be adopted. The motion carried by the following vote: Ayes: Council Members/Commissioners Estrada, McGinnis, Derry, Kelley, Johnson. Nays: None. Abstentions: Council Member/Commissioner McCammack. Absent: Council Member/Commissioner Longville. 3. Adjournment At 6:20 p.m., the meeting adjourned. The next joint regular meeting of the Mayor and Common Council and Community Development Commission is scheduled for 1:30 p.m., Tuesday, July 6, 2004, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
