This is the time and place set for an Adjourned Regular
Meeting of the Mayor and Common Council of the City of San
Bernardino at the Regular Meeting held at 8:35 a.m., Monday,
September 17, 1990, in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on September 17, 1990, and has
on file in the office of the City Clerk an affidavit of said
posting together with a copy of said order which was posted at
3:45 p.m., Monday, September 17, 1990, on the door of the place
at which said meeting was held.
The Adjourned Regular Meeting of the Mayor and Common
Council was called to order by Mayor Holcomb at 5:05 p.m.,
Wednesday, September 19, 1990, in the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken by City Clerk KrasIley with the following
being present: Mayor Holcomb; Council Members F~ores, Maudsley,
Minor, Miller; City Clerk Krasney, Assistant City Administrator
Wilson. Absent: Council Members Estrada, Reilly, pope-Ludlam,
City Attorney Penman.
PROPERTY ACQUISITION - CLOSED SESSION
Mayor Holcomb announced that in closed session pursuant to
Government Code Section 54956.8, a discussion would be held
regarding acquisition of property generally located on East
Highland Avenue, on Waterman Avenue, and off "E" Street, in the
City of San Bernardino.
RECESS MEETING - CLOSED SESSION
At 5:05 p.m., the Regular Meeting of the Mayor and Common
Council recessed to closed session for the following:
a. to give instruction to the City's/Commission's negotiator on
the purchase of property pursuant to Government Code Section
54956.8. The real property which the negotiations concern
is generally located on East Highland Avenue, on Waterman
Avenue, and off "E" Street, in the City of San Bernardino.
b. to consider personnel matters pursuant to Government
Code Section 54957;

c. to meet with designated representatives regarding labor
relations matters pursuant to Government Code Section
54957.6;
d. to confer with the Chief of Police on matters posing a
threat to the security of public buildings or a threat
to the public's right of access to public services or
public facilities pursuant to Government Code Section
54957;
e. to confer with the attorney regarding pending
litigation pursuant to Government Code Section
54956.9(b)(1), as there is significant exposure to
litigation;
f.
to confer with the attorney regarding
litigation pursuant to Government Code
54956.9(c), so that Council/Commission may
whether to initiate litigation;

CLOSED SESSION
At 5:05 p.m., the closed session was called to order by
Mayor Holcomb in the conference room of the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino.
ROLL CALL
Roll call was taken by City Clerk Krasney with the following
being present: Mayor Holcomb; Council Members Flores, Maudsley,
Minor, Miller; City Clerk Krasney, Assistant City Administrator
Wilson. Absent: Council Members Estrada, Reilly, Pope-Ludlam,
City Attorney Penman.
Also present: Lorraine Velarde, Executive Assistant to the
Mayor.
COUNCIL MEMBER ESTRADA ARRIVED
At 5:10 p.m., Council Member Estrada arrived at the closed
session.
CITY ATTORNEY PENMAN ARRIVED
At 5: 11 p.m., City Attorney Penman arrived at the closed
session.
ATTORNEY TIM SABO ARRIVED
At 5:20 p.m., Tim Sabo, attorney with Sabo and Green,
arrived at the closed session.
ADJOURN CLOSED SESSION
At 6:05 p.m., the closed session adjourned to the Adjourned
Regular Meeting of the Mayor and Common Council in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.
RECONVENE MEETING
At 6:05 p.m., the Adjourned Regular Meeting of the Mayor and
Common Council reconvened in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Krasney with the following
being present: Mayor Holcomb; Council Members Estrada, Flores,
Maudsley, Minor, Miller; City Attorney Penman, City Clerk
Krasney, Assistant City Administrator Wilson. Absent: Council
Members Reilly, Pope-Ludlam.

ADJOURN MEETING
At 6:07 p.m., Council Member Estrada made a motion, seconded
by Council Member Minor and unanimously carried, that the meeting
be adjourned.
