HomeMy WebLinkAbout06-29-1990 Minutes City of San Bernardino, California June 29, 1990 This is the time and place set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Adjourned Regular Meeting held at 7:00 p.m., on Wednesday, June 27, 1990, in the Sturges Auditorium, 798 North "E" Street, San Bernardino, California. The City Clerk has caused to be posted the Order of Adjournment of said meeting held on wednesday, June 27, 1990 and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said Order which was posted at 9:30 a.m., Thursday, June 28, 1990, on the door of the place at which said meeting was held. The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Holcomb at 1:40 p.m., Friday, June 29, 1990, in the Management Information Center (MIC) on the sixth floor of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Holcomb; Council Members Reilly, Flores, Minor, pope-Ludlam; City Clerk Clark. Absent: Council Members Estrada, Maudsley, Miller; City Attorney Penman, City Administrator Julian. PUBLIC COMMENTS There were no public comments. ( 1) RES. 90-255 - RESOLUTION OF INTENTION OF THE CITY OF SAN BERNARDINO TO CONSIDER ASSUMPTION OF RESPONSIBILITY FOR ENFORCEMENT OF CHAPTER 6.7 OF THE HEALTH AND SAFETY CODE. (2) In a memorandum dated June 29, 1990, William Wright, Fire Chief, stated that recent passage of Assembly Bill 1030 has provided an opportunity for cities to file a Notice of Intent with their respective county organizations advising them of their consideration to assume the responsibility relating to enforcement of regulations for underground storage of hazardous substances, hazardous materials release response plans inventory, and hazardous materials management. Jim Knight, Deputy Fire Chief, explained that the resolution will permit the City of notify San Bernardino County of its intention to seek transfer of responsibilities for these 1 6/29/90 programs by July 1, 1991. This action would also return local control to the City for factors which could present community safety considerations. Council Member Minor made a motion, seconded by Council Member Flores and unanimously carried, that further reading of the resolution be waived, and that said resolution be adopted. Resolution No. 90-255 was adopted by the following vote: Ayes: Council Members Reilly, Flores, Minor, Pope-Ludlam. Noes: None. Absent: Council Members Estrada, Maudsley, Miller. CITY ATTORNEY PENMAN ARRIVED At 2:00 p.m., City Attorney Penman arrived at the Council meeting. CITY ADMINISTRATOR JULIAN ARRIVED City Administrator Julian arrived at the Council meeting. 1990/91 BUDGET DISCUSSION - CONTINUED FROM JUNE 25, 1990 Marshall Julian, City Administrator, stated that the purpose of today's meeting was to complete the 1990/91 budget. He also expressed concern that redevelopment bond funds should not be seen as a solution to the budget problems, and stated that his concern was that the city was setting a bad precedent balancing the budget with these funds. He also stressed that this type of funding would not be available yearly to ease the budget burden. (3 ) The Council discussed alternate methods for raising revenue such as: allowing jobs to remain vacant, increasing paramedic and engineering fees, establishing a police department fee for false alarms, auditing franchise fees, expansion of pioneer cemetery and at the county level, establishing a sanitary landfill assessment district. The Council also discussed the lack of available funds in the budget to purchase fish stock for Seccombe Lake. The original budget proposal included $18,000, but this amount was later removed. Marshall Julian, City Administrator, stated that only appropriated funds were available for this purpose. Council Member Reilly made a motion, seconded by Council Member pope-Ludlam to have each ward park extension fund and the parks, Recreation and Community Service budget contribute $1,000 from their respective budgets to purchase fish stock for Seccombe Lake. The Members Flores. motion Reilly, Absent: failed by the following vote: Ayes: Council Minor, Pope-Ludlam. Noes: Council Member Council Members Estrada, Maudsley, Miller. 2 6/29/90 RES. 90-256 - RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING AND ADOPTING AN INTERIM BUDGET OF SAID CITY FOR THE FISCAL YEAR 1990/91 PENDING ADOPTION OF THE 1990/91 FINAL BUDGET. (3) Shauna Clark, City Clerk, explained the necessity of adopting this resolution and stated that until the adoption of the 1990/91 final budget, no new personnel can be employed, or equipment or capital items purchased without approval of the Mayor and only in emergency situations. Council Member Reilly made a motion, seconded by Council Member Minor and unanimously carried, that further reading of resolution be waived and said resolution be adopted. Resolution No. 90-256 was adopted by the following vote: Ayes: Council Members Reilly, Flores, Minor, pope-Ludlam. Noes: None. Absent: Council Members Estrada, Maudsley, Miller. RES. 90-257 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE MAYOR TO EXECUTE A MUTUAL AGREEMENT TO AMEND THE TERM OF CONTRACT NO. 7791 TO PROVIDE FOR A ONE-YEAR EXTENSION THEREOF. (Continued from June 27, 1990) In a memorandum dated June 4, 1990, Roger Hardgrave, Director of Public works/City Engineer, stated that on March 21, 1990, Resolution No. 90-84 was adopted, awarding a contract for security services to Parker Protective Services and Investments Corporation dba Blanket Security for providing security services within the boundaries of Assessment District No. 990 (Highland Avenue and Guthrie Street). The term of the contract was from April 8, 1990 to June 30, 1990. Special provisions provide that the contract may be extended for up to two one-year periods by mutual consent. This Change Order No. One extends the term of the contract from July 1, 1990 to June 30, 1991. Council Member Pope-Ludlam made a motion, Council Member Reilly and unanimously carried, reading of the resolution be waived and said adopted. seconded by that further resolution be Resolution Ayes: Council Noes: None.
