This is the time and place set for a joint Adjourned Regular
Meeting of the Mayor and Common Council and Community
Development Commission of the City of San Bernardino at an
Adjourned Regular Meeting held at 9:40 a.m., Thursday, April 19,
1990, in the Council Chambers of City Hall, 300 North "D" Street,
San Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on April 19, 1990, and has on
file in the office of the City Clerk an affidavit of said posting
together with a copy of said order which was posted at 11: 00
a.m., April 20, 1990, on the door of the place at which said
meeting was held.
The joint Adjourned Regular Meeting of the Mayor and Common
Council and Community Development Commission of the City of San
Bernardino was called to order by Mayor Holcomb at 3:00 p.m., May
2, 1990, at the Highland Springs Conference Center, Beaumont,
California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following
being present: Mayor Holcomb; Council Members Estrada, Flores,
Minor, Miller; Sr. Assistant City Attorney Barlow, City Clerk
Clark, City Administrator Julian. Absent: Council Members
Reilly, Maudsley, Pope-Ludlam.
PUBLIC COMMENTS
There were no public comments.

CLOSED SESSION & RESOLUTION
Council Member Flores made a motion, seconded by Council
Member Minor and unanimously carried, that the closed session
items and resolution executing an agreement with Smithson/Dillon
Associates to conduct a management audit of Planning/Building
Services be continued to May 7,1990, at 8:30 a.m., in the
Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California. (3 & 4)

COUNCIL MEMBER FLORES EXCUSED - RECESS MEETING
At 5:00 p.m., Council Member Flores left the Council
meeting and due to the lack of a quorum, the meeting was recessed
until Thursday, May 3, 1990 at 8:45 a.m., at the Highland Springs
Conference Center, Beaumont, California.
RECONVENE MEETING
At 8:50 a.m., Thursday, May 3, 1990, Mayor Holcomb
reconvened the joint Adjourned Regular Meeting of the Mayor and
Common Council and Community Development Commission at the
Highland Springs Conference Center, Beaumont, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following
being present: Mayor Holcomb; Council Members Reilly, Flores,
Pope-Ludlam, Miller; Sr. Assistant City Attorney Barlow, City
Clerk Clark, City Administrator Julian. Absent: Council Members
Estrada, Maudsley, Minor.
BUDGET WORKSHOP PRESENTATIONS
This is the time and place set for continuation of a
workshop to allow each department to make a presentation
concerning the Fiscal Year 1990-91 annual budget. (2)
BUDGET - FACILITIES MANAGEMENT
Wayne Overstreet, Director of Facilities Management, gave an
overview of the budget for the Facilities Management Department.
COUNCIL MEMBER ESTRADA ARRIVED
At 9:00 a.m., Council Member Estrada arrived at the Council
meeting.
BUDGET - ANIMAL CONTROL
Debi Biggs, Director, Animal Control, gave a presentation on
the Animal Control Division's budget.

At 12:00 p.m., the Mayor and Common Council meeting recessed
for lunch at the Highland Springs Conference Center, Beaumont,
California.

At 1:30 p.m., Mayor Holcomb reconvened the joint Adjourned
Regular Meeting of the Mayor and Common Council and Community
Development Commission of the City of San Bernardino at the
Highland Springs Conference Center, Beaumont, California.

BUDGET - PARKS, RECREATION & COMMUNITY SERVICES
Annie Ramos, Director of Parks, Recreation and Community
Services, gave a presentation of the budget for the Parks,
Recreation and Community Services Department.
BUDGET - POLICE DEPARTMENT
Chief Dan Robbins gave a presentation of the proposed budget
for the Police Department.
COUNCIL MEMBER FLORES EXCUSED - RECESS MEETING
At 3:30 p.m., Council Member Flores was excused and, due to
the lack of a quorum, the meeting was recessed until 9:00 a.m.,
Friday, May 4, 1990, at the Highland Springs Conference Center,
Beaumont, California.

the budget for the City Attorney's Office.

At 12:00 p.m., the meeting recessed for lunch.

THRIFTY BUILDING UPDATE
Roger Hardgrave, Director, Public Works/City Engineer, gave
a report on the status of the work being performed on the Thrifty
Building.
BUDGET - CITY CLERK'S OFFICE/BUSINESS LICENSE
Shauna Clark, City Clerk, gave a presentation on the budget
for the City Clerk's Office and Business License Division.
ADJOURNMENT
At 3:30 p.m., Mayor Holcomb ordered the meeting adjourned to
8:30 a.m., Monday, May 7, 1990, in the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.
