ARPA Asphalt Street Maintenance/Segment Repair Services
Project Overview
•Expedites the repair of small streets and segments which
would otherwise experience much longer wait times for
full rehabilitation on CIP lists.
•Repairs sections or streets by grinding and overlaying
•Targets high -CRM pothole reportable areas
Work and Maintenance Activities include:
•Repair to severely deteriorated intersections
•Large segments (at least 10’ by 10’) city-wide
•Small streets in neighborhoods/secondary roads
Impacts
•30-40% reduction in pothole repairs requests
•Reduction in pothole litigation (claims)
•Visual impacts of deteriorated/alligatored streets

Criteria and Priority (for repairs)
•All must not currently be placed on CIP list for
rehabilitation
•Immediate hazards to motorists
•High volume of CRMs (potholes, deterioration)
•High traffic volume intersections/economic
corridors
•Schools/crosswalk
•Ward equity
•Park parking lots and access roads
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California:
1.Adopt Resolution No. 2024236 authorizing the reallocation of $5,605,215 in American Rescue Plan
Act (ARPA) funds from the Navigation Center project to the ARPA Asphalt Maintenance and Street
Segment Repair Services Program; and
2.Authorize the City Manager to execute separate Maintenance Services Agreements with Horizon
Construction Company International, Inc. and Hardy and Harper, Inc., respectively, for asphalt
maintenance and street segment repair services; and
3.Authorize the Director of Finance and Management Services to issue a purchase order in the
amount of $2,927,608 to Horizon Construction Company International, Inc., and issue an
additional purchase order in the amount of $2,927,607 to Hardy and Harper, Inc. for a combined
total of $5,855,215.
