PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA At this time, Public Comments we heard. DISCUSSION 1. American Rescue Plan Workshop (Fall 2024) (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Receive and file a report on City of San Bernardino unallocated or project surplus American Rescue Plan Act (ARPA) funds; and 2. Adopt Resolution No. 2024-212, approving staff recommendations for unallocated or project surplus American Rescue Plan Act Funds (ARPA) or provide staff direction Acting City Manager Rochelle Clayton gave a presentation outlining the changes staff suggests to utilize the remaining ARPA funding. Discussion ensued on the item, Council Member Sanchez made a motion to reallocate the $250,000 surplus from the Violence Intervention Program (VIP) and reallocate the funding to underfunded park projects. Council Member Calvin made a substitute motion to approve the staff recommendation and remove the Police Department Real-Time Information Center funding until a presentation could be provided from Police Chief Goodman. Remove the Violence Intervention Program spending until a report on the program is provided. This motion was seconded by Council Member Reynoso. The motion failed 3 to 4 with Council Member’s Sanchez, Figueroa, Shorett, and Alexander voting in opposition. Council Member Sanchez amended his original motion to reallocate the $250,000 surplus from the Violence Intervention Program (VIP) and reallocate the funding to underfunded park projects. He requested that the VIP funding be reallocated to the street segment repair. Library Animakerspace Project Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution 2024-213 1. Approve the allocation of $1,741,173.95 in American Rescue Plan Act (ARPA) Funds for a Customized Library Animakerspace at the Norman F. Feldheym Central Library; 2. Authorize the Director of Finance and Management Services, or designee, to amend the City of San Bernardino’s FY 2025 Operating Budget by $1,741,173.95. 3. Approve the award of an Agreement with Garner Holt Education Through Imagination, LLC. of $1,091,408.59 for Animakerspace technologies and curriculum development; 4. Authorize the City Manager or designee to execute all documents with Garner Holt Education Through Imagination, LLC. 5. Approve the award of an Inter-agency Agreement with The San Bernardino Public Llbrary of $649,765.36 for Animakerspace programmatic staff to implement and oversee the Animakerspace Program 6. Authorize the City Manager or designee to execute all documents with The San Bernardino Public LIbrary 7. Increase FTE from 950 FTE to 952 FTE (+2.0 FTE). There was an administrative correction memo provided to the Mayor, City Council and the public prior to the meeting. The memo was also added to the agenda backup online for the meeting. The memo provided corrections to Recommendation No. 1 $1,741,173.95 was replaced with $1,797,174. Recommendation No. 2 had the Operating budget amendment of $1,741,173.95 replaced with 1,797,174. Recommendation No. 5 for the Inter-agency Agreement had $649,765.36 replaced with $705,765.36. Recommendation No. 7 was a correction to the FTE from 950 FTE to 952 FTE, replaced with Library FTE from 21 to 23.
