BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute on behalf of said City an Agreement of Understanding between the City and the San Bernardino City Management Association, a copy of which is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. Pity Attorney ayor of t.hgf City goFSan Bernardino AGREEMENT OF UNDERSTANDING BETWEEN THE CITY OF SAN BERNARDINO AND THE SAN BERNARDINO CITY MANAGEMENT ASSOCIATION The Mayor and Common Council of the City of San Bernardino and the Board of Trustees of the Public Library of the City of San Bernardino (hereinafter known collectively as "the City"), and the San Bernardino City Management Association (hereinafter "Association"), which hereinafter represents permanent Management and Confidential employees (hereinafter "employees") of the City of San Bernardino, desire to set forth their concerns, and the resolutions of those concerns. It is in the best interest of all parties that formal labor negotia- tions not take place between Management and Confidential employees and City, but that the concerns of said employees can be handled better through informal means. The parties agree that a greater degree of management efficiency and effectiveness and a higher level of mutual trust and respect between such employees and the City can be effected by the amicable resolutions set forth hereinafter. To memorialize the resolution of the problems recognized to be of con- cern to all parties and in full satisfaction of all claims due (alleged or proven) to date, the parties hereto agree as follows: 1. Remuneration For FY 1985 A. A seven percent (7%) salary increase effective July 1, 1984 shall be granted to employees. B. Effective on or about December 1, 1984, four percent (0) of the above seven percent (.7%) will be appropriated to partly offset the employee's contribution to PERS with the remaining three (3%) percent to remain effective as a salary increase. C. It is agreed that health insurance coverage for Manage- ment and Confidential employees shall be a cafeteria plan available on or about January 1, 1985 under which each employee represented herein will have a usable dollar amount equal to the cost of 100% for a two-party coverage in the City -sponsored primary health, dental and vision insurance programs. Such dollar amount can be applied at the employee's option to any other benefit plan available to any bargaining unit. 2. Management Advisory Committee A Management Advisory Committee composed of two members from top management and one confidential employee who shall serve for two year terms, shall be elected by Management and Confi- dential employees. The Management Advisory Committee shall meet with the City Administrator to recommend policies govern- ing salaries, benefits, evaluations, working conditions and matters of discipline, and relationships with the Mayor and Common Council. This agreement is the successor to any and all previous agreements, (including the agreement of understanding between the City of San Bernardino and the SBCMA, dated February 12, 1982), any other M.O.U.; fully satisfies and waives any related claims thereunder by the permanent Management and Confidential employees; and shall expire on June 30, 1985. r r%n T11r ITTV- City Clerk City Attorney President, _brary Board of Trustees FOR THE ASSOCIATION: �Zx Roger QeFratis, President Manuel P.
