We recommend the approval of item 20 in the City of San Bernardino Closed Session and Regular Meeting of the Mayor and City Council Agenda for August 7th, 2024: 20. HOME Investment Partnership Program InEll Housing Master Development Agreement with Neighborhood Partnership Housing Services Community Redevelopment, Inc_ (Wards 2) P.1128 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Adopt Resolution 2024178, authorizing the execution of the HOME Investment Partnership Program Infill Housing Development Master Agreement between the City of San. Bernardino and Neighborhood Partnership Housing Services Community Redevelopment, Inc.; and 2. Approve the HOME Investment Partnership Program Infill Housing Development Master Agreement between the City of San Bernardino and Neighborhood Partnership Housing Services, Inc., which: a. Is in the amount of $744,000. b. Authorizes the transfer of ownership of 3 blighted parcels from the City of San Bernardino to NPHS Community Redevelopment, Inc. Mayor and City Council of the City of San Bernardino Page 9 3. Authorize the Director of Finance & Management Services to amend the Fiscal Year 2024-2025 Operating Budget by $744,000 using HOME Investment Partnership fund balance; and 4. Authorize the City Manager, or designee, to take further actions and execute any further documents as necessary to effectuate the agreements. Inland Equity Community Land Trust strongly supports this proposal and the mission to deliver essential affordable housing. We urge the City of San Bernardino to actively pursue solutions that address the pressing need for quality, attainable housing for low -to -moderate income people in San Bernardino. This project will create homeownership opportunities for families who would otherwise have no chance of owning a home and will significantly benefit the neighborhoods where the homes are located. By promoting homeownership for the local workforce, this initiative will foster community stability and growth. Utilizing innovative development practices, including affordable construction methods and sustainable affordability through creative ownership structures, this project will create a lasting positive impact. Inland Equity Community Land Trust fully supports NPHS' factory -built housing development in the City of San Bernardino and its commitment to revitalizing distressed neighborhoods, supporting local residents, and promoting affordable housing throughout the Inland Empire.
