Subject:Fraud committed by Water Department Employees

A Water Department employee was caught eating at local restaurant for breakfast, during morning work hours. The
employee was not on a meal break. The employee has not received any formal reprimand. The General Manager and
Deputy Manager are aware and well informed about this time theft. They believe this time theft is a light matter and
does not warrant any disciplinary action.As a rate I consider Time theft, misuse of department vehicles and
falsification of work records to be a serious violation and misuse of rate payer’s money. Being as it is that Miguel
Guerrero and Robin Obama do not want to address this issue. I know that the mayor has oversight along with the
city Council to push some sort of action to make them get their employees in line and not waste rate payers money,
since the Water Dept. is regularly asking for rate increases. Is this the reason why the rate increases happening is
because employees of the Water Dept. or out wasting time money With no type of oversight or any repercussions for
violating the water departments policies, and procedures. As a secondary note, why has the Water Dept. board
themselves not looked into these deeds by the employees is the deputy manager and general manager not properly
reporting to the board or the Water Dept. board in a state of mismanagement maybe it would be advisable that the
mayor and city Council replace some of the board members as they seem to, not have their full attention upon the
Water Dept. as they said they would be Stewards when they excepted their position on the board. I respectfully
submit this question as a longtime resident and rate payer of San Bernardino and the Water Dept. and would like to
hear an answer.
