Synopsis of Previous Council action:
6/16/86
The Mayor and Common Council endorsed the recommendations
of the Legislative Review Committee made at their June 12,
1986 public hearing meeting relating to recreational
vehicles, and directed the City Attorney to prepare an
ordinance for the next regularly scheduled Council meeting.
Recommended motion:
waive further first reading of ordinance and layover for final
adoption.

2 ORDINANCE OF THE CITY OF SAN BERNARDINO ADDING SUBSECTION E
TO SECTION 10.16.020 OF THE SAN BERNARDINO MUNICIPAL CODE TO
3 REGULATE RECREATIONAL VEHICLES, BOATS OR TRAILERS ON PRIVATE
PROPERTY.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO
5 ORDAIN AS FOLLOWS:
6 SECTION 1. Subsection E is hereby added to Section 10.16.020
7 of the San Bernardino Municipal Code as follows:
8 -E. It is unlawful for any person to stop, stand, or park a
9 recreation vehicle, boat or trailer on private property which is
10 visible from the street unless the following conditions exist:
11 1. The vehicle, boat or trailer is parked on a paved
12 surface, improved and maintained pursuant to the requirements for
13 such parking areas contained in Sections 19.56.380 through
14 19.56.420 of the Code.
15 2. The vehicle, boat or trailer is in an operative condition
16 with tires inflated to normal operating pressure.
17 3. The vehicle, boat or trailer shall not extend into or
18 encroach upon a public right of way.
19 4. No trash, weeds or debris shall be allowed to accumulate
20 on, underneath or around a vehicle, boat or trailer.
21 5. There is compliance with applicable provisions of the
22 California Vehicle Code.
23 6. Any occupancy of such recreational vehicle, trailer or
24 camper shall not exceed thirty consecutive days during any
25 calendar year.-

Ne are very interested in the proposed ordinance concerning
the regulation of recreational vehicles, boats and or trailers.
WE WANT THIS ORDINANCE TO PASS
Many city streets were not made for these large vehicles. On
some streets there is really no adequate parking space for auto-
mobiles which are used on a daily basis for work, etc. As far as
parking them on property, this is definitely unsightly and a po-
tential fire and safety problem, along with depreciating property
values for the rest of us. They are unsightly for everyone except
to the owner. There are numerous residential properties with only
a fifty foot frontage, which is really too small for these vehicles,
whether parked on the street or on the property.
Is the city aware that there are numerous streets with no
sidewalks? In some situations, people are planting large shrubs
out to the curbs. This means adults and children are forced to
walk in the streets.
We feel if people want to O\vn these pleasure vehicles, they
should be willing to assume full responsibility for them, one of
which is storing them at a proper location. If you, as a committee,
allow things to go on as is, try to invision the expansion of more
and more campers, boats, traveling homes, etc., being stored on our
streets, sidewalks, and yards.
we commend Councilman Strickler for taking a stand on this
issue, which we believe will benefit everyone and not a select group.

Our neighborhoods are beginning to look like used car lots with campers, boats
an1humerous cars parked in driveways and front lawns. These eyesores run the
property values of the whole neighborhood down. They are a hazard to life and

OWNERS, therefore do not pay property taxes.
Mobile parks and surrounding cities enforce rules and ordinances , so why
not San Bernardino City.

Dear Mayor And Council.
This letter is in regards to the proposed ordiance
amendment 15.52.020 for parking regulations.
As taxpayers we feel this ordiance should be enforced
because of narrow residential streets.
Recreational
vehicles do cause traffic hazzards. we also feel that
having any vehicle parked on front"yards and side yards
of a residence does depreciate the neighborhoods and
property valve of others.

To Whom It May Concern:
We are writing to register our vote in favor of the R.V.,
Boat, Truck ordinance to remove vehicles from the street and
driveways. We are an R. V. owner and enjoy ours very much, but
have had no problem in finding a reasonable place to store it.
Others could do the same.
Directly across the street from us are two trucks and one
van on the street and two boats in the driveway (1235 Orchid Dr.)
and at 1225 Orchid Drive there are three cars on the street, one
in the driveway along with a large' camper. The present ordinance
is of no use as the police tell us they can't do a thing if the
motor home or boat is moved one inch every 72 hours.
The letters to the editor from R.V. Owners indicate they
pay taxes, but so do~! Let's clean up our residential areas
and make San Bernardino a city we can be proud of.
There is also a serious safety hazard on the street because
of the above problems. People backing out of driveways can't
see, etc. Just try driving down Pumalo and see the R.V.'s, Boats,
Trucks, etc. It looks like a storage site.

I wantcto register my vote in favor o~ the Rv-Boat ordinance to remove these
vehicles from the streets and driveways and yards in the residential areas.
They are hazardous to neighborhood children going to school and to neighbors
who are backing out of their driveways and can't see the oncoming cars.
I have many friends and relatives who have Rvs and boats but park them in alA
area designated for them.
Let's keep San Bernardino residential areas beautiful.

I-have noted with interest and concern the~ecent newspaper articles ~~~.
about the possibility of relaxing the City Codes pertaining to parking ~
or storing "Recreational Vehicles" on private residential property. I
believe that you are faced with three problems. (1) Deciding WHO can
fark WHAT WHERE on private property (2) Informing the general public and
)) Establishing a centralized Code Enforcement Office with all necessary
powers to professionally accomplish the job without "passing the buck".
I believe that no vehicle i.e. car, truck, trailer, motorhome, mobile
home, boat, motorcycle etc. should be parked in front of any residence
except on the private driveway leading to the garage or carport. (I
'understand that State law permits 72 hour parking on public streets if
the vehicle is properly licensed). My wife and I are long time members
of Good Sam R.V. Club and we formerly owned a travel trailer for years.
It was parked on grass alongside of our driveway. Were we code violators?
We will soon buy a motorhome, but will park it in our enclosed rear yard.
We have owned property in San Bernardino for over )0 years and purchased
our present home in 197). I strongly object to the increasing trend of
accumulating trash and junk and parking all sorts of vehicles in, on and
around residential properties and vacant lots. There are vehicles here
on Northpark sitting on concrete, gravel, grass, weeds etc. . Some are
parked "on" the street for weeks without being moved. Grass grows under
'them. (The street sweeper and garbage trucks go around them and the Police
drive past them, yet nothing is done until a concerned citizen complains).
I can't visualize anyone occupying a motorhome parked alongside of a drive-
way for up to )0 days without violating health and sanitation codes, yet
that was discussed in Councilman Jack Strickler's recent meeting. Adopt-
ing lax parking codes coupled with lax e~forcement will lower property
values in general and serve to defeat your "clean up campaign". Our
"me now" "throwaway" society is destroying our once beautiful city.
Ky wife is recovering from a severe heart attack so I must be careful
not to "stand up and be counted in your council meeting- I trust you
will not permit a noisy few to dictate the laws for the quiet majority.
Why should one neighbor be permitted to park his vehicle on concrete be-
side his driveway when the guy next door is "cited" for parking his car
on gravel or dirt beside his driveway? What about the neighbor who parks
~ boat and trailer on grass beside his garage? As for "Informing the
public" I previously suggested to your predecessor that a brief pamphlet
of "everyday" laws and codes be distributed by the City Water Department.
They know when people move into our city who need to know about leash
laws, loose pets, barking dogs, loud parties at ni~ht, firearms, fire-
works, speed laws, parking codes etc. A short remlnder could be noted
on the monthly water bills. All city employees should be alert at all
times regarding code violations and report them promptly, instead of wait-
ing for a "concerned citizen" to iSfiue a "complaint". Why hasn't the
vacant lot between 48) and 50S Northpark been cleared and owner charged?
Regar4ing "Enforcement" this is a true story. A citizen reported parking
code violations, first to the City Attorney, then to Building & Safety.
Citations were issued. The offendir~ vehicles were parked in front of the
"complaining citizen!:;" home; he was insulted by the vehicle owner; his
home was bombarded with eggs twice, the Code Enforcement Officer denied
naming him as the "complainer"ah~tcld him to call the Police after 72 hrs.
Your work is cut out for you Uayor WilCOX. Law-abiding citizens need:youl!
