Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on June 17, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-12 was unanimously
recommended for approval.
The Negative Declaration for environmental review was also
recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed
and considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The applicant proposes to change the zone of five (5) parcels encompassing
approximately .78 acres from R-3-1200, Multiple-Family Residential to "T",
Transitional.
2. The subject site is located at the northeast corner of 4th Street and Lugo
Avenue and is vacant with the exception of one parcel that is developed
with a single-family dwelling and detached garage.
3. Surrounding zoning and land use consists of vacant and single-family zoned
R-3-1200 to the north; vacant and multiple-family zoned R-3-1200 to the
east; commercial-industrial zoned C-M to the south and commercial zoned
C-3A to the west.
4. The General Plan designates the site for multiple-family residential land
uses at medi um to hi gh densi ty. The proposed "T" zoni ng is consi stant
with the general plan designation of multiple-family residential and is
consi dered a buffer between commerci a 1 and resi denti a 1 areas. "T" zones
can only be developed as the adjacent residential zoning (R-3-1200) or as
parking areas for the adjacent commercial zones.
5. The applicant has indicated that the subject site will be developed as a
parking area for the commercial uses to the west.
6. Tne proposed "T" zone wi 11 not have a negati ve impact upon surroundi ng
property values and will be compatible with surrounding development as it
will provide a buffer zone between the commercial uses to the west and
residential uses to the east.
RECOMMENDA TI ON:
Based upon the observations contained in this report, staff recommends adop-
tion of the negative declaration and approval of Change of Zone No. 86-12.
