CI'" OF SAN BERNARDI. - REQUE. FOR COUNCIL AC.N
STAFF REPORT
The California Identification System is a total identification system
featuring a name index, automated fingerprint processing systems using
minutiae (fingerprint characteristics) matching technology, an image
system, and a networking capability to serve local law enforcement
agencies. Through Cal-ID, law enforcement personnel will be able to
conduct routine fingerprint searches, conduct latent "cold searches"
against a data base of known criminals, and receive a high quality
image that will permit verification of search results without the need
to reference a hardcopy fingerprint card. Cal-ID will also make it
possible to conduct the searches and verify the results from anywhere
in California. The five components that make up Cal-ID operate inde-
pendent of one another but are integrated into a single, comprehensive
system. The five components are the Master Name Index (MNI), the
Automated Fingerprint Identification System (AFIS), the Automated Latent
Print System (ALPS), the Digital Image Retrieval System (DIRS), and the
Remote Access Network (RAN).
The Cal-ID Remote Access Network (RAN) will provide Sheriff and Police
Departments with the necessary equipment, to immediately access the
records contained in the Department of Justice's Automated Identifi-
cation Data Bases. Local law enforcement agencies will be able to
use this capability to attempt to identify persons from latent prints
discovered at crime scenes and to identify or verify the identities
of persons in custody.
Remote access devices will be placed in selected local law enforcement
agencies. The Riverside/San Bernardino Counties have been slated to
receive what is termed a Full Use Access Agency (FUAA). This equip-
ment has its own Automated Identification Data Base containing the
fingerprints of persons with criminal and applicant files in the city,
county, or other limited geographical region and an associated image
data base. The FUAA's can also support a network that would permit
agencies in the same vicinity with lesser sophisticated equipment to
access its data base. Cal-ID equipment will be located at a County
site within the City of San Bernardino.
The State has provided monies to assist local agencies in the financing
of such high tech equipment. Riverside/San Bernardino has been designated
as a regional recipient of such a system and will be provided 70% of
the total funding for the system, which is 2.4 million dollars. The
remaining 30% will be provided by local law enforcement agencies in the
respective counties. A figure of $91,538 has been established as an
agreed cost for the San Bernardino Police Department. This was based
on our City's population (137,372) which is 12.37% of the total County
population. The total cost for San Bernardino County is $525,000. The
City's recurring cost for the second and third years will be $64,943
per year.

Mr. John Matzer, Jr., City Administrator
City of San Bemardino
300 North D Street
San Bemardino, Califomia 92418
Dear Mr. Matzer:
At a May 7, 1986 meeting, SANBAG Board Members endorsed the
CAL-ID pragram and recommended that all cities participate.
Wesley McDaniel, SANBAG Executive Director then sent a letter
to all City Managers, Police Chiefs, the County Administrative Officer, and
myself bringing us up to date on the program's progress and attached both
an updated cost allocation based on January 1986 population, and a copy of
the proposed agreement to participate.
He also said in his letter that Deborah Barmack, Lieutenant Jim
Cox, and any of the RAN Board members will be happy to answer questions
you may have about the CAL-ID program.
Attached is an original copy of the agreement Wes sent you. Please
have it approved by your City Council. We would like to have these agreements
retumed within 30 days so that we can formalize a 1986-87 budget and begin
the operation of CAL-lD on July 1st.
Thank you for your assistance!
Sincerely,
Floyd Tidwell, Sheriff
