CITY COUNCIL ACTION REOUIRED
That fencing and landscaping of the City Yards be
approved; that the Real Property Section of the
Public Works Department be authorized to advertise
property located at 3250 Harrison Street and 181
South "G" Street for sale and that the proceeds
from said sale be deposited in the FY 1986-87
Operating Budget for the purpose of fencing and
landscaping the City Yards, at a cost not to exceed
$89,575.
I. LANDSCAPING OF PARKING LOTS
At the June 2nd Redevelopment meeting, Councilman Strickler
directed the City Administrator to develop a program with a
cost estimate by which all City parking lots would be
uniformly landscaped.
SUMMARY
1. CITY YARDS....Requires 3,359 lineal feet of wrought
iron fencing, at $23 per lineal foot, $77,257. Plus
575 feet of masonary wall, at $21.74 per lineal
foot, $12,500. Total $89,757.
2. OLD FIRE STATION....3250 Harrison Street (leased
for $1.00 monthly to County Volunteer Rescue
Group), presently has a chainlink fence, 928 lineal
feet. Replacement cost $21,344.
3. OLD MUNICIPAL TRANSIT YARDS....18l South "G"
Street. Presently has 1,290 lineal feet of chain-
link fence. Replacement cost is $29,670.

TIMETABLE
1. CITY YARDS....Should be placed first on the prior-
ity list since it houses a permanent city function.
No funds have been provided in the FY 1987 Operat-
ing Budget.
2. OLD FIRE STATION....located on the westside of
Harrison street, next to the flood control land and
is separated from the view of the residents by a
six-foot masonary wall and street. There is
presently no known or programmed development for
the area that requires compliance with current City
requirements. Should be sold and new owner made to
comply.
3. Sell OLD MUNICIPAL TRANSIT YARDS....located in the
RDA Central city South Special Study area and is
presently leased to Garden State Paper Company dba
Great Wester Fibre on a month-to-month basis. The
funds derived from the sale could be used to
finance the screening of the CITY YARDS.
II. MILL CENTER
CITY COUNCIL ACTION REOUIRED
FOR INFORMATION ONLY
At the meeting of the Mayor and Common Council held June 2,
1986, the city Administrator was instructed to report back on
the condition of Mill Center.
SUMMARY
The problem with the floor of the Mill Center Multipurpose
Room was a result of a design error by the architects, Joseph
S. Bonadiman & Associates. The floor slab was designed too
close to grade and, due to the existing drainage, seepage
would percolate through the slab. This problem was original-
ly observed while the project was still under construction in
1983.
The glue for the flooring material did begin to dissolve
after approximately six months, and the room was determined
to be unsafe for public use and was closed.
To correct the drainage problem, a sidewalk with a footing
and vapor barrier was designed by Engineering.

The flooring will remain bare concrete until the end of the
summer. This will allow additional moisture in the slab to
evaporate and will allow for continued use of this room
without interruption during the summer months. In the fall,
the floor will be recovered with either urethane flooring, or
a substitute covering to be determined.
