Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on June 4, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-10 was unanimously
recommended for approval. The Negative Declaration for
environmental review was also recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Comm;ission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

The request is to change the land use zoning district from
County/Residential/Manufacturing to R-1-7200, Single-Family
Residential.
Subject property consists of two parcels of land. The first
parcel consists of approximately 45 acres having a frontage of
approximately 1,570 feet on the west side of Cajon Boulevard
located approximately 550 feet northwesterly of June Street.
The second parcel consists of approximately 7.5 acres having a
frontage of approximately 27 feet at the northerly terminus of
Bronson Street and located approximately 360 feet north of the
centerline of 4d Av n e.

1. The request is to zone 9 parcels. Two of the parcels are
located at the northern terminus of Bronson Street and the re-
maining seven parcels are located on the west side of Cajon
Blvd.. approximately 500 feet north of June Street.
The total site area is approximately 45 acres and is currently
vacant. The site was recently annexed into the City of San
Bernardino and was not prezoned at time of annexation, therefore,
the City has initiated the requested change of zone to assign
a zoning designation to the subject site.

3. Surrounding zoning consists of County R-l and A-I to the north,
R-l and RR to the south. flood plain to the west and limited
light industrial to the east across Cajon Boulevard. Surround-
ing properties are currently vacant with an approved single-
family tract and small retail commercial center to the south
and east of the subject properties.
4. The City of San Bernardino General Plan designates an area
approximately 100 feet in depth immediately abutting Cajon
Boulevard for light industrial land uses. The remaining area
is designated for residential land uses at 4-7 units to the acre.
Staff is recommending that the entire site be zoned R-1-7200,
single-family residential. The General Plan, as well as City
policy has been to discourage strip" commercial and industrial
zoning designations and to concentrate those designations into
accessible nodes, usually at intersections. As mentioned
previously, a 2.4 acre site along Cajon Boulevard was recently
approved as C-3A by the Planning Commission on May 20, 1986.
Said site is projected to serve both the existing and proposed
single-family neighborhoods to the south as a Neighborhood
Commercial Center tract. Any additional commercial disignations
or strip industrial designations along Cajon Boulevard would
be contrary to sound planning principles in that the number of
driveways on Cajon Boulevard would be increased causing the
fast moving traffic on Cajon Boulevard to slow or even stop
whe~ cars turn from Cajon to the subject site.
Additionally, south along Cajon Boulevard there is8,6001inear
feet of strip Commercial Industrial zoning which has been under-
utilized. There is currently no further need for additional
C-M zoning in this area.
5. The proposed R-1-7200 zoning designation will be compatible
with the surrounding residential zoning designations and will
not have a negative impact upon the surrounding property values.

6. At the Environmental Review Committee meeting on May 15, 1986,
adoption of a negative declaration was recommended.
RECOMMENDATION
Basedupon the observations contained herein, Staff recommends
adoption of the negative declaration and approval of Change of
Zone No. 86-10 to R-1-7~00, Single-Family Residential.
