1. The applicant requests approval to construct a 2,112
square foot fast-food restaurant with a drive-thru aisle
in the C-3A, Limited General Commercial zone. The .46
acre site is located on the north side of 40th Street,
approximately 375 feet west of the centerline of
Waterman Avenue with a lot width of 150 feet and a depth
of approximately 135 feet.
2. The site is currently occupied with a dry cleaning
facility and real estate office which will be removed
prior to the construction of the restaurant. Land uses
and zoning surrounding the site include: Single-Family
Residences zoned R-1-7200 to the north, and
restaurant/commercial uses zoned C-3A to the south, east
and west. The Comprehensive General Plan for the City
of San Bernardino designates the site and surrounding
properties for General Commercial uses, with the
exception of the property to the north, which is
designated for residential uses at 8-14 units per acre.
3. The City Traffic Engineer has indicated that traffic
generated by the project would not have a significant
adverse impact on existing streets or highways. To
reduce the proliferation of driveway approaches along
40th Street, the Traffic Engineer has recommended that
the center two-way approach be eliminated from the
proposal. Access to the site would thus consist of a 24
foot two-way driveway approach and a 12 foot exit aisle
for the drive-thru lane. The stacking lane for the
drive-thru will decrease from 12 feet in width at the
point of entry to 10 feet in width at the pick-up
window. The length of the stacking lane is
approximately 110 feet, which is adequate to meet the
minimum requirements established for drive-thru aisles.
4. The proposed restaurant would provide drive-thru' and
walk in/sit down se'rvice, with a total of 19 tables and
64 seats. The applicant has indicated that the
restaurant would be staffed with four employees. The
San Bernardino Municipal Code allows the establishment
of restaurants in any commercial zone, however, those
restaurants with proposed drive-thru aisles are required
to obtain a conditional use permit in order to determine
compatibility, including potential traffic and
circulation impacts of the project.
The proposed restaurant would provide a total of 35
parking spaces, of which 11 would consist of compact
